DESCRIPTION

The purpose of the amendment is to answers questions, display quarterly reports and a list of devices on the current contract. The closing date will remain the same February 11, 2022 @10:00am Central Time.

1. Paragraph E.2 (a) (pg. 48 of 69) indicates this is a best value evaluation considering Price, Technical Capabilities, and Past Performance. What is the relative weighting of these 3 factors to determine ‘most advantageous’?

Price will be evaluated on adding each line item base and options year pricing. Technical Capabilities will be rated on how the contractor provide their capability and demonstrate how the Statement of Work will be met. Past Performance needs to provide a minimum of two past performance rating. No Past Performance will not carry a negative impact.

1. Please provide a detailed fire alarm and sprinkler device inventory broken down by type and quantity (e.g. Pull stations = 400, Smoke detectors = 600, Risers = 30, etc.) All bidders except for the incumbent need this information to calculate price. See Attachment

1. Will the VA or 3rd party supply elevator reset support for inspections? VA will Support

1. Paragraph 1.4.1 (pg. 11 of 69) requires the contractor to supply a parts inventory. Some bidders will supply 2 batteries and others will offer $20,000 of equipment. Please either provide a specific equipment list to be supplied or a dollar amount for the inventory with the VA to select specifics after award. Here is list of parts in our inventory from last contract other items may be needed this is just what is kept on hand here at the hospital. Anything used will be replaced under contract.

1. Paragraph 1.7.1 states “Any damage to the fire alarm or associated equipment caused by normal testing shall be repaired by the Contractor at no additional cost to the Government.” Does this mean damage caused by others or outside of testing will be reimbursable? If the contractor or their sub-contractor if used that holds the contract for the VA Fire system damages the fire alarm system or associated equipment during normal testing. It is their responsibility to repair at their cost not a cost to Government.

1. Paragraph 1.4.9 indicates that all parts are to be supplied to the government at no charge. Is troubleshooting and installation labor billable or also free of charge?

Full service contract all trouble shooting and labor must be included in contract no cost to the government.

1. The SOW somewhat indicates an All-Inclusive, full-service contract where repairs are free of charge to the VA is desired, though the SOW does not specifically state this. Repairs are mentioned in the SOW, but it is not clearly indicated if those are to be paid separately as needed or if they are to be done at no additional cost. Please clarify. Full service contract all repairs included in the contract

1. Repairs at no additional cost are exceptionally more expensive for the customer. We recommend either 1) adding a Repair CLIN or 2) requiring the contractor to provide a fixed bucket of repairs (e.g., $60,000 per year) so the VA only pay for what it actually needs. Is the VA open to such a cost-saving approach? I have attached the repair sheets from this past year should give an idea how many repairs where done during inspections. All repairs were completed under the contract no additional cost to the government.

1. Please provide historical annual dollar cost of repair for the last 3 years so bidders can determine cost of the ‘full service’ All-Inclusive plan if this is desired. Do not have info all repairs have been done under current contract.

1. What are the average number of 1) regular Service Calls and 2) After-hours and Emergency Service Calls per month or per year for the last 3 years? Average of Normal service calls per year 10. Average of emergency calls per year 5

1. Is Building Reports or another barcode system currently in use? Yes but, the previous contractor installed not the VA.

1. Please provide copies of last year’s inspection reports. This is contradicting what I was told when I sent inventory list you said they could not see inspection reports they have the inventory list. (See Attachnments)
