Questions & Answers

1. I hope you are well. In one part of the SOW, it reads 1-25 rooms per night are needed, and in another part, it says 10 rooms per night re needed. Please clarify. Thank you. Mike

Answer: These are only estimated amount of rooms, the number changes on a daily basis.

2. I have a question about the Presolicitation posted under solicitation number 36C24921Q0530.

I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

If this is a follow-on requirement, could you please provide the previous contract or task order number?

Answer: There is a current contract in place, the number is 36C24919D0034

3. I just received this email concerning the requirement for Hoptel Services, at the Mountain Home, Tennessee, Department of Veterans Affairs.

I am a Veteran minority-owned small business located in Murfreesboro, TN and would like more details on how to apply for this specific contract.

Any feedback would be greatly appreciated!

Answer: This solicitation is posted on Federal Business Opportunities website, beta.SAM.gov

4.

There are contradictions in the SOW for the above:

0. Each room shall be on the ground floor or be elevator serviced. Access to rooms shall be from exterior hallways that are easily accessed from the front desk/elevator lobby area. The interior of the room shall not have any stairs.

5.1.0 Each room shall comply with the following general room requirements:

(1) Each room shall double occupancy and be handicapped accessible, or be American Disability Act compliant. Access to rooms shall be from interior hallways that are accessed directly from the front desk/elevator lobby area. There shall be no physical barriers. Rooms shall be in a reasonably quiet or tranquil part of the hotel/motel. .

My question: Is it interior room access or exterior room access please?

Answer: It relates to both interior and external entry to the rooms.

1.0 INTRODUCTION

The U.S. Department of Veterans Affairs requires the use of furnished hotel or motel rooms an average of 1-25 rooms per night ( the amount of hotel/motel rooms requested will vary based on VA lodging needs daily) each month.

CLIN 0001: The daily estimate is up to 10 rooms per day.

My Question: Why is the request for up to 25 rooms per night when the CLIN is 10?

Answer: These are only estimated amount of rooms, the number changes on a daily basis.

Also: 2.2 It is agreed by the Contractor that reserved rooms will be held until 11:00 pm each day.

If rooms are held until 11 pm they should be paid for by the VA. The hotel cannot sell the rooms for the night, especially in Mountain Home, when they become available at 11 pm. The VA has essentially prevented the hotel from selling the room for the night and the hotel should be compensated. No other VA HOPTEL location holds rooms this late. Our hotels hold the rooms until the administration office personnel leave at 4 or 5 no problem but not 11 pm. I suggest a 5 pm release of all but 1 room and release that room at 11. Can you provide any history for late night arrivals?

Answer: We do not have any documentation of what times the Veterans check in with the hotel, this is in hotel records and not ours. We asked the hotel/motel to be flexible, due to some of our veterans are coming after work hours, or when their family gets off work to travel with them.

A.2 52.216-19 ORDER LIMITATIONS (OCT 1995)

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 30 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons.
