About this file

This amendment to solicitation 36C24921Q0073 provides answers to questions from potential offerors. The Robley Rex Veterans Affairs Medical Center in Louisville, Kentucky seeks certified tumor registry services. The requirement is set aside for small businesses with a North American Industry Classification System code of 541611 and size standard of $16.5 million. Offerors must acknowledge receipt of the amendment by one of the specified methods and submit quotes by May 14, 2021 at 2:00 PM Central Time. The amendment publishes two questions from offerors along with the contracting officer's responses to clarify that two years of relevant past performance within the Veterans Health Administration is required, but not necessarily with the VA, and that the adjectival rating system corresponds to the minimum experience qualifications in the statement of work.

Answers to Questions 36C24921Q0073

1. I have a question on the number of Case finding/Suspense compared to Abstracts. How is the number of abstracts per year being figured? I don't see how you can find 800 cases out of the 490 cases reviewed in the suspense file. Are these abstracts that need to be completed to get the registry caught up?

Answer: All numbers are based on estimates not actual; therefore, this is the baseline used for this facility to establish your pricing.

2. Page 17 of the solicitation states that the “Contractor shall have at least 3 years of experience; with two of the three years past performance within the Veteran’s Health System” while page 69, item 10, states that “Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information).” We are currently performing Cancer Tumor Registry (remotely) and Certified Specialist in Trauma Registry services for the Army. Question: Can the Government please clarify if two years of experience within the VA is required for our past performance citations? We have experience, just not with the VA.

Answer: Thank you for bringing this to my attention. Page 69 item 10 is the direct language of the Provision 52.212-1 taken from the FAR which can be a bit misleading if you do not take into consideration the Addendum that starts on digital page 72. It does however make for good reading, but the second paragraph of the addendum identifies the two factors of comparative evaluation. For clarification purposes “Contractor Experience” is very vital in this RFQ as it relates to the specific system of records used by the VHA which are further outlined in the qualifications section of the SOW (digital page 17). The adjectival rating system mirrors the minimum contractor experience needed on this requirement as it relates to the expectation of the Veterans Health Administration(VHA).
