1. Is TeleMedicine allowed for PC services for this clinic? This would allow for a credentialed provider to provide services remotely if necessary, via VVC or telephone visits.
The order of providing primary care for services is first face-to-face, followed by VVC, then telephone visits. TeleMedicine is not allowed for the provider to work remotely; However, the provider can provide TeleMedicine from the clinic as part of their workload following the order of providing primary care services as stated in the first sentence.
2. Note: Pg. 23: b. Can TelePsych be utilized for Psychiatrist, working remotely versus working on-site?
Yes, however the psychiatrist will need to follow all Arkansas state license and policies, procedures, and directives which may include having periodic meetings with any nurse practitioner he/she is listed as the supervising psychiatrist for on file with the Memphis VAMC Credentialing and Privileging office. Additionally, it is also the contractor’s responsibility to ensure there is adequate mental health coverage and the expectation that if needed, the psychiatrist does not solely work remotely and prepared to provide face-to-face care as well.
3. Pg. 45: Is POC Rapid INR testing allowed?
We do not do rapid INR at our CBOCs.
4. Section 4.6.2.11, pg. 36 states that the Contractor pays for mammography. Please give number of anticipated mammograms that will be needed in an average year.
5. Section 4.56.4.1, pg.44 states: RADIOLOGY SERVICES –The Contractor shall provide by way of contract for, diagnostic radiographs and mammography services (screening mammography, diagnostic mammography, and breast ultrasound). Please provide the average number and types of diagnostic radiographs that the Contractor will be responsible to provide in an average year.
The number of diagnostic radiographs is data that cannot be pulled by the Memphis VAMC because it is the responsibility of the contractor; Therefore, there is not a report that the facility can run to see how many the contractor has provided in the past year.
6. How many VA staffed personnel will be providing services at the CBOC? Please list job title and number of days per month.
(1) - Ophthalmology TECS Technician – 5 days per week
7. Will the VA provided staff require an office at the CBOC? If yes, what type and size?
The VA provided staff will not require a separate office at the CBOC. The staff will work and be based out of the ophthalmology room that is specified in the space requirements paragraph of the solicitation.
8. Will the new Contractor inherit the patients’ last vesting visit and be allowed to bill for one year from that date upon contact award?
Yes
9. Will the VA require a clinic manager, if so what qualifications?
Yes. The manager may be at the contractor’s choosing either an LPN or RN. It is the Memphis VAMC’s preference that the manager has a strong primary care background yet also familiar with mental health care.
10. Thin-Prep PAP testing supplies are not available for purchase by Contractor, will the VA supply?
Yes
11. Section 4.6.7.2, pg. 59 requires Contractor to perform Tele-Retinal services. Who provides the equipment VA or Contractor?
The VA will provide all telehealth equipment for the CBOC.
12. Pg. 70: Are there specifications for designated PCMHI rooms in the floor plans?
There are not any specifications solely for the PCMHI rooms, however, please follow all facility requirements and design guidelines listed in the solicitation.
