X Subject: Primary Care Physicians Solicitation RFQ; Tennessee Valley Healthcare System
1. This amendment is created to respond to questions pertaining to RFQ 36C24920Q0066-011;
Primary Care Physician Services for the Tennessee Valley Healthcare System.
2. Any further questions concerning this solicitation must be submitted in writing via email to cynthia.machuca@va.gov no later than January 30, 2020 by 2:00 p.m. CST.
3. The RFQ due date has been extended to February 6, 2020 at 4:00 p.m. CST.
Cynthia Machuca Contracting Officer/Specialist Amendment 0002 – Response to Vendor Questions
The following questions were received from potential offerors, with response to those questions:
1. Would the VA be willing to remove the ACLS requirement?
ACLS is listed as a requirement on page 19 of the RFQ. It is not common for primary care providers to have ACLS as it usually reserved as a requirement for higher acuity situations.
Response: No, ACLS is not a requirement. BLS is required.
2. For lodging purposes would a provider be assigned a ‘home site’ so that convenient lodging can be secured for non-local candidates?
Response: Physicians will primarily be based at the JHQ VAMC.
i. We are assuming the government issued vehicle will need to be returned each day. If a provider is issued a vehicle from the main campus will the drivetime from the main campus to the CBOC/OPC and drivetime back from the CBOC/OPC back to the main campus be invoiceable?
Example, provider works most days at the main campus and is asked to work a single day at the Norton CBOC. His/her shift will start at 7:30 at the Norton CBOC. But in order to be at Norton CBOC by 7:30am the provider will need to be at the main campus at near 6am. Additionally, at the conclusion of the day the provider will then have to return the government car, adding another 1.5 hours to the day.
Response: Travel will be conducted within the tour of duty hours (7:45 a.m. to 4:30 p.m.). No additional time should occur thus no additional cost to the provider.
ii. When would the ‘clock start’ for invoicing purposes?
Response: Monthly, in arrears of actual service provided.
3. In looking to submit to solicitation 36C24920Q0066, many of my Doctors are wondering when the first possible work day could be. After reading through solicitation multiple times, it does not describe a First day of services to be rendered.
Response: This is an emergent requirement and we will want physicians as soon as possible. The period of performance will be set at the time of award but will be effective for a period of one-year from the effective date for the period of performance.
For example, Contractor has a physician available immediately upon being credentialed. Period of performance would be set for approximately 4 to 6 weeks out to allow time for the physician to complete credentialing.
4. What portion of a candidate’s work will be conducted at JHQ VAMC and how much at the outpatient clinics?
Response: 100% at the JHQVAMC unless specifically recruited or advance notice is given for coverage at one of the outlining CBOCs
5. How much time will be provided in the physician’s schedule for charting patient information?
Response: Providers are scheduled 6-7 hours of face-to-face clinic time with an hour of admin time each day to be used for charting and view alerts.
6. Can you advise what the current need is? Please advise number of providers and locations?
Response: The VAMC currently needs 8 full-time equivalent providers (2,080 hours per year per provider). The VAMC typically keeps locum providers working out of the JHQVAMC but may have a need for a locum provider at one of their CBOC locations.
All locations are outlined in the solicitation.
7. How many patients per day will they be seeing on average?
Response: 12-14
8. How many support staff are available (e.g., mid-levels and nurses)?
RN, LPN, MSA (Medical Support Assistant) Response: The medical center operates using the PACT model which requires a 4-member PACT team including a physician or mid-level provider (for example physician, RN, LPN, Clerk).
9. Does the government recognize ABPS FM as a board certification? See https://www.abpsus.org/
Response: Yes
10. Is this a new requirement?
Response: Yes
i. If not, is there an incumbent contractor in place? If so, who is the incumbent contractor and how may FTEs are being used to meet the requirement?
Response: One emergency contract is in place for one physician with Ansible Government Solutions. However, there are currently no contract physicians working to support this requirement.
11. Since there are multiple locations for services, how will the government provide the contractor with scheduling needs?
Response: Primary location for services shall be at the JHQVAMC. If a provider is needed at one of the outpatient sites (CBOCs), the VAMC will notify the contractor accordingly.
i. How far in advance will notification be provided to the vendor?
Response: As much notice as is physically possible.
12. How soon will they make a decision and want providers to start?
Response: Decision will be made as soon as practicable as this is an emergent need. Providers will start as soon as they are credentialed.
13. What is the anticipated start date?
Response: As soon as providers are credentialed.
14. What would a typical shift entail for a provider in regard to support? (i.e., is there a team-based care approach?)
Response: Regular hours are annotated in the solicitation at 8 am to 4:30 pm. There is a team-based care approach utilizing the PACT model.
15. Are there other primary care physicians currently on staff?
Response: Yes, this is a hospital with numerous associated outpatient clinics.
16. What is available onsite (e.g., ultrasound, pharmacy, lab, x-ray)?
Response: This is a Level II hospital facility with all necessary support services such as x-ray, lab, pharmacy, ultrasound, radiology, etc. Here is a list of the services provided at this medical center:
