About this file

This document contains a request for information (RFI) responses and addendum related to Project 614-19-104 to renovate the third floor of Building 1A at the VA Medical Center in Memphis, Tennessee for ambulatory surgery post-operation use. The project includes renovating 2,873 gross square feet to configure nine pre-anesthesia patient bays, including two isolation patient bays, and support spaces. Responses to contractor questions clarify that dust and noise barriers must reduce rather than eliminate noise transmission. Existing fire barriers are concrete masonry but partitions marked for demolition are non-load-bearing gypsum. The project is estimated to cost between $1-2 million and will be awarded as a 100% small business set-aside for Service-Disabled Veteran-Owned Small Businesses. The solicitation is scheduled for release by August 3, 2020 under Solicitation Number 36C24920B0001.

1. George Price

State Systems, Inc.

1. The specifications are calling for ADT interface, Reporting, Telephone Interface and RTLS (Real Time Locating System) with computers. I don’t think this is truly wanted by the facility because we do not have this in what we have done for them so far. Up till now it has been hardware only with none of these features. The facility recently requested interface to the Vocera wireless badge for the SCI unit we just completed but at this date they do not have the Reporting, RTLS, ADT and Wireless phone interface.

Should I proceed as specified or will you issue an Addendum to modify this to a hardware only installation?

Refer to 2.1 System Description, paragraph D, which states “and, other options such as, pocket page interfaces, computer interfaces, printer interfaces, wireless/telephone network interfaces, and nurse locating system interfaces (when specifically approved first by TVE 0050P3B) and as shown on drawings.” These capabilities are not specifically identified on the drawings to be included.

1. Could you please let me know who your normal controls contractor is there at the VA?

Control system is to be compatible with Niagara Version 3.8. Johnson Controls or Siemens

3. Van R. Jenkins III Semper Tek, Inc.

1. On Sheet A-001 Note 52 States “FLOAT OUT

FLOOR IN CONDITION TO RECEIVE SCHEDULED

FLOOR MATERIALS. COMPLY WITH ALL MATERIAL

MANUFACTURES RECOMMENDATIONS

(INCLUDING SLAB MOISTURE REQUIREMENT),

Can the government please quantify the amount of grinding or floating or remove the requirement as this is a “catch all general note”

The requirement is as written. No quantification.

4. 2. On Sheet AD-101 Note 9 States “ALL WORK

REQUIRING THE USE OF TOOLS THAT WILL

PRODUCE AN OBJECTIONABLE AMOUNT OF

NOISE, FUMES, OR DUST BEYOND A FAIR AND

REASONABLE AMOUNT AS REQUIRED FOR

DEMOLITION OR NEW CONSTRUCTION SHALL BE

The 3rd floor adjacent areas are buffered by public corridors. The 4th floor area above is administrative office space. The 2nd floor area below is Cardiology Clinic space, which is the critical space for disturbance by noise and vibration transmitted from the floor above. Activities that transmit vibration

CONTRACT INCREASE ADJUSTMENT IN TIME OR

MONEY SHALL BE MADE IF CONTRACTOR IS

STOPPED DUE TO WORK BEING CONDUCTED BY

CONTRACTOR DUE TO OBJECTIONABLE NOISE,

FUMES, OR DUST. SCHEDULE ACCESS AND

NEEDED ACCESS AFTER NORMAL WORK HOURS.”

Can the government please provide a more specific level of acceptable noise limitation, possibly in decibels? This is needed to establish the estimated amount of overtime and weekend work for the project.

through the floor and impacts such as anchoring floor tracks will be restricted to the hours performed.

5. 3. On Sheet AD-101 Note 12 States “ANY

REMAINING FURNITURE/CONTENT IN THE AREA

OF RENOVATION TO BE DISPOSED OF BY THE GC

& COORDINATED WITH THE VA”

Will the government be storing any additional furniture or contents in the space prior to construction in addition to the existing furnishings?

Question does not warrant a response.

6. 4. On Sheet AD-101 Demolition Plan Legend States

“EXISTING CMU AND OR STUD WALLS /

PARTITIONS TO BE DEMOLISHED”

With the cost of demolishing a CMU wall being much greater than a Gypsum Assembly, can the government please distinguish between CMU and Gypsum Assemblies?

Can the government confirm if these partitions go to the 14’ – 16’ deck above as well?

Existing 2-HR rated fire barrier shown to remain are CMU construction. Assemblies shown to be demolished are gypsum.

Deck to deck height is 14’-6”. Site visit participants confirmed partition heights above ceiling not full height for those shown to be demolished.

7. 5. On Sheet A-101 General Note 7 States “ALL

PENETRATIONS/HOLES IN EXISTING OR NEW

WALLS & FLOORS SHALL BE PROPERLY PATCHED

TO MATCH ADJACENT AREA OR FIRESTOPPED AS

Existing penetrations not associated with demo or new work – No.

REQUIRED, EVEN IF PENETRATIONS/HOLES ARE

COVERED BY NEW MILLWORK.”

Will the contractor be responsible for repairing existing penetrations that are not associated with demo or new work?

If so, can the government provide a quantity of these penetrations for fair bidding purposes?

Also, can the government identify if the stated quantities will require firestopping or repair?

RFI(d) For the non fire-stopped penetrations can the government provide the type of assembly to be repaired? (gypsum, CMU, Plaster Etc)

8. 6. SHEET A-001 General Construction States “1. GC

TO PROVIDE TEMPORARY CONSTRUCTION /

ENVIRONMENTAL BARRIERS AS REQUIRED BY VA

TO FULLY ENCLOSE ALL AREAS OF

CONSTRUCTION. REFER TO EXISTING VA

ASBESTOS REPORT AND SPECIFICATIONS FOR

ADDITIONAL”

Will the Government please verify there is no Asbestos present or provide Asbestos report and associated specifications.

The bid documents do not include abatement specifications or drawings. Refer to the Terracon Limited Asbestos Survey Report from 5/29/2019.

9. 7. On Sheet A-601 Door Schedule references for Doors 300-8 & 300-9 a Note 4. In close proximity to the Door Schedule are two sets of Notes which address Door Issues. Note 4 from each set of Notes are as follows:

“4. REFER TO SPECIFICATION SECTION 08 41 13

FOR MATERIALS AND HARDWARE OF ALUMINUM

SWING DOOR ASSEMBLY.”

“4. REFER TO ELECTRICAL DRAWINGS AND

SPECIFICATIONS FOR DEVICE COLORS.”

It is our understanding the Hardware for these two doors are correctly specified in Specification Section 08 41 13 and are NOT Electrified Hardware. Please Confirm.

Notes applicable to the Door Schedule are below the table and are specific to doors.

Notes applicable to Detail C1 Typical Wall Accessory Alignment are to the side of the detail.

Per 08 41 13, 1.1, A, 1 – “interior manual swinging aluminum-framed entrances.”

10. 8. On Sheet AD-101 under DEMOLITION NOTES note 11 is as follows:

“11. GC TO PROVIDE DUST AND NOISE PROOF

CONSTRUCTION BARRIER AS REQUIRED TO

SEPARATE CONSTRUCTION AREAS FROM

ADJACENT OFFICE AREAS. MAINTAIN 2 MEANS

OF EGRESS OUT OF CONSTRUCTION AREA AT ALL

TIMES.”

Please define “Noise Proof” or consider revised wording to “Noise Reduction”.

Refer to Changes to Drawings and 01 35 26 Safety Requirements.
