AMENDMENT 0002 QUESTIONS AND ANSWERS RFP 36C24919R0129
1. Must we propose candidates specific to the assignment? Will substitutions be allowed if the provider is no longer available at the time of potential award?
ANSWER: Contractor must submit no less than three candidates with the proposal. Substitutions that meet all the requirements in the solicitation will be allowed if the proposed provider is no longer available at the time of award.
2. Do we need to include licenses and documentation for candidates (if required)?
ANSWER: Yes, licenses and documentation must be included for candidates.
3. 2.9.3 (Page 30): Can this requirement (2 hour replacement) be amended? Or removed?
ANSWER: Section 2.9.3. is replaced with the following:
The contractor shall be responsible for providing coverage to the VA during periods of vacancies of the contractor’s personnel due to sick leave, personal leave, vacations and additional coverage as required.
4. How many providers are you willing to credential/privilege in order to have a pool to maintain 5.0 FTE?
ANSWER: Five to ten providers will be credentialed.
5. Can the workers compensation requirement be removed?
ANSWER: The workers compensation requirement CANNOT be removed.
6. Would you consider $1/3 insurance limits?
ANSWER: Only the insurance limits detailed in solicitation 36C24919R0129 will be considered.
7. Do you have the ability to apply the recent Mass Modification 0010 effective as of 4/10/20 allows a market differential to be utilized, at the Contracting Officer’s discretion, which would enable the VAMC Memphis to accept a rate higher than J&C’s current NTE rate of $178.00 per hour (base) not including travel if a contract is issued during the modification effective dates?
ANSWER: This is not a GSA schedule solicitation. Refer to solicitation 36C24919R0129 for all requirements. All quantities are estimates and all unit prices must be quoted as ALL INCLUSIVE firm-fixed prices including per diem, housing, and costs of all required security clearances.
8. Please clarify if there is any “on call” requirement for the Psychiatrists. Paragraph 2.9.1 states, “…the contractor will not be responsible for night or weekend “call” coverage.” However, paragraph 4.5.2.4 states, “Contractor and VA Chief of Mental Health shall prepare monthly call schedules for coverage of Mental Health emergencies.” Will the Contractor’s Psychiatrist(s) be on the referenced “call schedule”? If so, please provide relevant details of the call schedule as applicable to the Contractor’s Psychiatrist(s).
ANSWER: There are NO on call requirements.
9. The instructions for Factor I, Subfactor a on page 95 indicate that Transcripts are required to be submitted for each Psychiatrist. We note that requesting transcripts will slow down and impair recruiting because most Psychiatrists do not have transcripts readily available. Furthermore, Psychiatrists obtain a subsequent residency and licensure as a physician. Therefore, transcripts are typically not relevant for providers at this level. In addition, the process for obtaining transcripts from universities is currently significantly delayed due to the Covid-19 pandemic. Therefore, we respectfully request that this requirement for transcripts be deleted.
ANSWER: The requirement for transcripts is removed. Transcripts are NOT required to be submitted for each Psychiatrist.
10. The instructions for Factor I, Subfactor a on page 95 indicate that “three (3) current references” are required to be submitted for each Psychiatrist. We note that completed references will slow down and impair recruiting because most Psychiatrists will not have references on hand and there may be a delay in receiving formal references due to the Covid-19 pandemic. We respectfully request the requirement for references to be deleted.
ANSWER: Three (3) current references must me submitted for each Psychiatrist.
11. Please advise if there is an incumbent contract for this requirement. If so, who is the current incumbent contractor and are all positions filled?
ANSWER: Millbrook Support Services, Inc. was awarded a short-term contract for this requirement with a period of performance from December 1, 2019 through November 30, 2020.
12. Is this a new opportunity?
ANSWER: There is currently a short-term contract in place from December 1, 2019 through November 30, 2020. The short-term contract only requires two FTE.
13. If not, who is the incumbent contractor?
ANSWER: Millbrook Support Services, Inc.
14. Is the incumbent contractor eligible to rebid this follow-on contract?
ANSWER: Solicitation number 36C24919R0129 was released as unrestricted.
15. Under what contract number# are they providing you these services?
ANSWER: The short-term contract to Millbrook Support Services, Inc. was awarded under contract number 36C24920D0025.
16. What is the value of the current contract and for what period of performance?
ANSWER: Contract 36C24920D0025 was awarded for $1,086,300.80. Period of performance is from December 1, 2019 through November 30, 2020.
17. Is this position currently filled?
ANSWER: Solicitation number 36C24919R0129 is still open. Refer to Contract Opportunities for any amendments.
18. Do the current provider meet the posted position qualifications.
ANSWER: Award information for contract 36C24920D0025 can be found on Contract Opportunities.
19. On page 89, item #7, e. is it indicated we would be required to submit the Background Investigation Security Documents for each candidate. This could be problematic since Personally Identifiable Information (PII) is required on this paperwork and our e-mail system does not have encryption capabilities. Many candidates will be unwilling to submit personal information such as this for a proposal. Will you consider requesting this information via fax upon award notification? If not, what is the fax # we should submit these forms to by proposal deadline for each candidate? If you have other suggestions, we are open to those or possibly mailing that section to you directly via FedEx to arrive by proposal deadline.
ANSWER: Background investigation documents are NOT required with the offer. Background investigations are only required upon contract award where further instructions would be given on how to securely submit the documents.
20. We have had a high number of Psychiatrists interested only in Telehealth work. They are not interested in on-site coverage which has been a challenge due to the Pandemic we are all experiencing. Therefore, my question would be: Could Telehealth Psych coverage be considered for this opportunity or is clinical only interested in 5 Psychiatrists to work on-site? (I do understand how important it is for Mental Health services to be provided in person and we have been pushing back on our Psychiatrist providers that are asking for Telework only. Please know we are doing all we can to entice Psychiatry providers to perform on-site evaluations according to the SOW requirements.)
ANSWER: Two (2) providers are required for inpatient care. Those two providers will not be considered for telework. Three (3) providers are required for outpatient care. Two of these providers will be accepted for telework. The third candidate must be available onsite.
21. Will all providers need to be able to do Outpatient and Inpatient work? For example, what if a provider does Outpatient only, could we still present them?
ANSWER: Contractor must present applicants who are available to provide both inpatient and outpatient care.
