Kimberly S. Carson Contracting Officer

RFP 36C24919R0005 – ORTHOPEDIC SURGEON SERVICES QUESTIONS & ANSWERS

Q1: On the SF 1449, it states that the solicitation due date is 19 JAN 19. However, on page 61, it reflects a due date of 18 JAN 19. Could the government please clarify the actual due date.

A1: The RFP due date is updated to Saturday, January 19, 2019 at 3:00 pm; however, the past performance surveys are still due Friday, January 18, 2018.

Q2: Is this a new requirement or are there incumbent physicians available?

A2: Currently, there are no incumbent physicians available, so this is a new requirement

Q3: Can you tell me if this is total joint replacement?

A3: Yes

Q4: I see in the solicitation that this is 1.5 FTE requirement, and the solicitation requires a minimum submission of three key personnel for credentialing. Are you looking to have a local practice fill this need? As a locums company I am not sure we would be able to deliver 1.5 FTE weekly with at least three credentialed docs on the roster.

A4: We ask for 3 because the process to have individuals credentialed and go through background checks is very extensive and coverage is required. If one of the physicians had to call in sick or suddenly leave and you had to have a back-up physician fill-in, that person would have to be credentialed and have the background check completed in order to be able to perform at the facility. You wouldn’t be able to just have someone provide coverage without going through the process so that’s why we ask for the additional physicians up front. We are looking to have the requirement filled the best way we can. I can tell you that we are going to try and make a decision as quickly as possible, once proposals are received. Our tentative start date is the beginning of March.

Q5: Please provide additional details regarding the type cases, clinical and surgical, the Orthopedic Surgeon could expect to see during the period of performance.

A5: Typical surgeries include: Total knee/hip/shoulder arthroplasty; hip, shoulder, knee arthroscopy, ORIF/CRIF hand, wrist, hip, ankle, foot fractures, hand cases such as trigger finger, carpal tunnel, Dupuytren’s release etc.

Typical clinical day would include approximately 20 patients. Surgery pre-op and follow-up appointments, acute and follow-up fractures.

Q6: After reading this solicitation I would like to know if you are looking for a local group or a locum tenens physician? Since one doctor would only be working 2 days per week and it looks like you want the doctors to run the clinics I want to clarify exactly what you are looking for.

A6: We are looking for locum tenens physicians. Orthopedics traditionally has operating room time slots for surgeries 2-4 days a week. The orthopedic clinic has a need for a physician in the clinic up to 5 days a week to evaluate and treat complex orthopedic clinic patients as outlined above (see A6).
