Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C249‐19‐AP‐1222
1. Contracting Activity: Department of Veterans Affairs, VISN 09, Lexington Medical Center
Engineering Department has a requirement for contractor transportation services.
2237: 596‐19‐2‐5079‐0032.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VAMC
Lexington requires a vendor to perform service Monday through Saturday at various times between the VAMC, Bowling division and the University of Kentucky (UK) N Red Lot to support Construction Project No. 596A4‐16‐104 Repair of Parking Garage Deck. The estimated amount for services, which are needed May 6, 2019 through August 2, 2019, is $150,000.00.
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VA Medical Center, Lexington, KY, requests Republic Parking, LLC (large business) be approved as sole source for service contract for delivery of parking during short term period of May 6 – August 2, 2019, to allow for completion of project 596A4‐16‐104, Repair Parking
Garage Deck, CDD. To complete the construction project, the VA must close the Cooper Drive
Division (CDD) parking garage to undertake structural system repairs. CDD is nestled within the
University of Kentucky campus and, after conducting market research, the VA has not found any parking lots or structures large enough to accommodate the needs of the VA within a reasonable shuttle or potentially walking distance other than the University of Kentucky. The University of
Kentucky will only allow Republic Parking to provide shuttle services on their property. Republic
Parking has an established Transportation Services unit equipped with handicap accessible shuttle buses and certified drivers. The benefits to VA include nearby parking for patients, staff, volunteers, and visitors during the period the VA parking garage is closed, minimal detour for VA garage users, ability for detours to be turns at traffic light signals (all lefts) or right hand turns minimizing potential for vehicle accident due to vehicles not needing to cross lanes of traffic during detour. The services proposed from University of Kentucky may be terminated early as construction activity completes allow flexibility to minimize service contract expenditures.
Description of market research conducted and results or statement why it was not conducted: A search of the Vendor Information Pages using NAICS 812930 for KY revealed 31 vendors. Adding keyword “parking” resulted in 13 vendors and using keyword “shuttle” produced 2 vendors. CDD is nestled within the University of Kentucky campus and, after conducting market research, the VA has not found any parking lots or structures large enough to accommodate the needs of the VA within a reasonable shuttle or potentially walking distance other than the University of Kentucky.
