Questions:
1. Is there a VFD on the Tower Teck Cooling tower (For the Surgery Chiller)?
2. What is the procedure for draining the cooling towers?
3. What is the effect on the contract with the ACCU Emergency Chiller inoperative at this time?
4. What is the current access for equipment / chiller maintenance as far as parking vans or trucks?
5. I’m hoping to find out if there is an incumbent currently performing these services or if this is a new requirement? If there is an incumbent, could you please provide the contract number?
Answers:
1. Is there a VFD on the Tower Teck Cooling tower (For the Surgery Chiller)?
There is Variable Frequency Drive for the Surgery Cooling tower. The fans are either sequenced off, or running at the optimum speed for cooling the tower water. The VFD is located in the adjacent HVAC utility room for AHU 23 on the roof.
2. What is the procedure for draining the cooling towers?
a. We would much prefer that the cooling tower maintenance be carried out during the months of November through February.
b. The AC Shop supervisor must be contacted 2 days in advance so that the appropriate water flow set ups can be implemented.
c. On site – request permission to take down the cooling tower section / unit from the Graphics Control Operator.
d. For the tower tech – lock out the fans and condenser pumps with the techs own locks.
e. Attach water hoses to the drain fittings and gravity drain the roof mounted tower techs to the nearest roof drain.
f. For the large Cooling tower, Lock out the Fan and pumps for each section, one section at a time. Open the drain valve and drain the water slowly at first so that the sump drain pump does not get over come.
g. Conduct cleaning and refill system using the automatic fill valve. Notify the graphics control operator when completed and ready to check.
h. Graphics control will start the unit and the contractor with HVAC maintenance will inspect for leaks.
i. HVAC maintenance will add chemical treatment chemicals when all of the work is complete.
3. What is the effect on the contract with the ACCU Emergency Chiller inoperative at this time?
(The unit is in very bad state of repair. We are currently proposing a project to replace the unit.)
The replacement ACCU Emergency Chiller is a separate contract and not part of this maintenance contract. This inoperative York Chiller will be replaced with another similar York Chiller with revised controls that match our existing control system. Once the replacement is complete, the ACCU Emergency Chiller maintenance will be covered by this contract.
4. What is the current access for equipment / chiller maintenance as far as parking vans or trucks?
We are currently allowed to park one service truck / van adjacent to the bed tower entrance within 100 feet of the service entrance. This parking privilege can be revoked if abused.
5. I’m hoping to find out if there is an incumbent currently performing these services or if this is a new requirement? If there is an incumbent, could you please provide the contract number?
a. Yes, there is an incumbent:
Johnson Controls, Inc. dba Johnson Controls 5757 N. Green Bay Avenue Milwaukee, WI 53209-4408
b. Contract Number: VA249-14-C-0034
