X x This amendment is address the following items:

a) Answer questions. (see attachments) b)

Remove the word bonded from PWS. (page 7 paragraph 4 and page 8 paragraph 9) c) Remove clause VAAR 852.237-7 from the soli citation.

d) To extend closing date to 3/15/2018 @ 11:00AM EST.

1. Solicitation states that contractor will provide bonded valet attendants, will the contractor’s bonding, which would cover all valet employees, fulfill this requirement? If this requirement specifically refers to individual employee bonding, this adds significant expense to the pricing for the contract and is not consistent with other VAMC valet services solicitations and contracts over the last 18 months. This procurement does not require bonding.

2. Solicitation states that valet employees will have to have PPD testing, which both adds significant expense to the pricing for this contract and is not consistent with other VAMC valet services solicitations and contracts over the last 18 months. Valet employees have very limited contact with valet customers and this requirement seems like an un-needed burden for the contractor and its employees. Yes, the contractor staff members must obtain the flu shot and if they do obtain a flu shoot by the date prescribed, they must wear a mask at all times while on station. No, the PPD is not required but it is highly recommended. Yes, valet parking staff members interface with Veteran patients several times all day in the valet parking area of operations.

3. Solicitation states that the contractor will provide umbrellas, but does not state how they will be required for use. One possible unstated requirement is that valet attendants will provide umbrellas for valet parking customers’ use exiting from or returning to their vehicle. Whether valet parking customers want to use an umbrella or not will vary, which will cause disruption of customer service. e.g., when a valet attendant brings an umbrella to an arriving valet parking customer, who doesn’t want it, the valet attendant will have to take the umbrella with him/her to park the vehicle, during which time there is a potential for some damage or water being dripped inside the vehicle. On the other hand, if the valet attendant doesn’t bring an umbrella and the valet parking customer wants one, the valet attendant has to go get one. If all of the umbrellas are in use, if a valet parking customer wants one and demands to wait, this will back up valet service waiting for an umbrella to be available. A second unstated requirement is similar to the stated solicitation requirement that if requested, valet attendants will assist mobility challenged patients out/in of their vehicle, unload/load their mobility device or retrieve/return a JHLVAMC wheelchair, and/or help them to the lobby, then valet parking customers would expect to be able to request valet attendants hold an umbrella over them as they exit or return to their valet parked vehicle. Both unstated requirements will increase costs through the extra time and effort required of valet attendants, which will require more valet attendants be scheduled during weather requiring umbrellas and the potential inconsistency of both valet attendant scheduling and umbrella use during light rain/mist versus heavy rain, sleet, hail, or snow; as well as, the high likelihood of valet parking customers requesting umbrellas during acceptance or return of their vehicle for valet parking and taking the umbrellas with them. Is there a question here? Umbrellas are a requirement of the valet parking contractor. Experience demonstrates use of umbrellas is an expectation for all Veteran patients during periods of inclement weather.

4. Solicitation states that uniform requirements include watch caps, gloves, and rain pants as appropriate for weather. Depending upon individual valet attendant preference re: inclement / cold weather and driving, respectively headgear (other than the required ball cap / visor) and gloves should be optional by individual valet attendant and of their own choosing. Rain pants would likely cause customer service problems by potentially creating wet seats when a valet attendant drives wearing them, and valet parking customers get in after them. Additionally, both of these requirements are added uniform costs, which in turn will increase cost to JHQVAMC. These items are necessary in case bad weather conditions.

5. Solicitation requires that valet attendants be capable of driving handicap equipped vehicles, which is unreasonable, as these vehicles are often specially configured for a specific mobility impaired driver – e.g., wheel chair bound or amputee drivers, who require unique driving accouterments, such as levers, and require unique training to operate. If the situation occurs the patient can be asked to park their own vehicle outside of the valet parking area of operations.

6. Solicitation requires valet attendants be able to drive vans of all types and heavy duty pickup trucks, does this apply respectively to: large shuttle vans and heavy duty pickup trucks modified as commercial work trucks, e.g., with large flatbeds and carrying heavy equipment such as welding machines or lifts? If so, the extra size of these vehicles will make them difficult to drive if a valet attendant is not used to driving them, even if initially trained, which could result in less efficient movement of valet parked vehicles and a potential for inadvertent damage due to maneuvering an oversize vehicle in the constrained valet staging and parking areas. This will also impact traffic flow around the valet staging area, which is constrained as it is, as well as take up two (2) valet parking spaces. No attendant will be asked to park no heavy duty or oversized vehicle.

7. The process for handling keys of unclaimed valet parking vehicles is not discussed or refined. What are the associated requirements expected by JHQVAMC? All unclaimed keys must be reported and turned into VA Police Department at closing.

8. The solicitation requires a daily report, which JHQVAMC does not currently require. Everything required in this report – except specific daily staffing, is either provided in the monthly report or incident reports, so is this daily report really necessary? This report adds additional expense and effort for the contractor, and hence JHQVAMC, without an apparent positive impact on valet parking customer service. Yes, the current contract requires a daily and monthly report. Yes, this daily report is a requirement and will continue to be a requirement and is surveilled with the QASP.

9. How many years has the current contract been in effect and what was the dollar amount for each service year of the current contract? We are currently under a bridge contract.

10. Will the Government accept / allow past performance of sub-contracting partners as valid? Only prime contractor past performance will be reviewed.

11. Are there any construction projects planned in any traffic areas or parking spaces currently being utilized (or planned to be utilized) for valet parking services, including the intersection leading into the valet staging area? If so, please provide detail. At this moment no construction will affect valet parking area of operations. Phase two of the parking garage construction project when funded will impact valet parking operations.

12. How much notice will be provided prior to contract start date if the award date is after the target award date stated in the solicitation? After the quotes are reviewed, the awardee will be notified.

13. Can you provide the daily vehicle counts for visiting the clinic for the last twelve (12) months? Please refer to amendment 1.

14. If a special event, for which JHQVAMC requests valet parking services, is scheduled outside of contract valet services hours and days, will VA pay contractor for delivery of these additional valet services outside of the contractor’s contractual monthly bill rate? No additional duties are needed outside the Performance Work Statement.

Mountain Home JHQVAMC valet services solicitation 36C24918Q0221

15. Is there a minimum valet services staffing level that is expected to be maintained at the clinic? This contract is for the medical center not a clinic; there are multiple clinics in the medical center. Staffing is the responsibility of the contractor to determined how many employees are needed to meet the demand.

In the case the Veteran may be asked to park their own vehicle but not in valet parking.
