The Contractor shall perform collection services at the locations and frequencies identified in Attachment 1 – Waste Collection and Recycling Service Schedule. No changes to approved collection schedules or routes shall be made without prior Government approval.

The Contractor shall promptly notify the COR of any condition that may interrupt scheduled performance, including disposal-site delays, equipment breakdowns, blocked containers, adverse weather, or other operational disruptions. Missed collections shall be completed no later than the next workday unless otherwise authorized by the Contracting Officer (CO). Collections delayed by severe weather shall be completed in accordance with Sections 4.E and 4.F.

The Contractor shall maintain a contingency plan to ensure continued waste collection and disposal services during emergencies, disasters, or equipment failures.

B. Unscheduled and On-Call Collections. In addition to regularly scheduled services, the Contractor shall provide unscheduled waste and recycling collection services when requested by the Government due to increased waste accumulation, operational requirements, or other unforeseen circumstances.

The Contractor shall complete all unscheduled and on-call collections within twenty-four (24) hours of notification, unless otherwise authorized by the Contracting Officer (CO).

Special-event services may include temporary relocation of existing containers, placement of additional containers, collection and disposal of refuse, and restoration of containers to their designated locations.

Relocation of up to five (5) existing containers during a single special event shall be provided at no additional cost to the Government, provided the relocation does not require additional containers or separately priced collection services.

E. Inclement Weather Schedule. The Contractor shall continue scheduled collection services during inclement weather when conditions permit safe operation.

When severe weather prevents safe collection, the Contractor shall immediately notify the COR. The COR may coordinate temporary adjustments to collection operations, subject to the CO's authority to approve changes affecting contractual requirements.

Missed collections resulting from severe weather shall be completed within twenty-four (24) to forty-eight

(48) hours after conditions permit safe operations, unless the CO authorizes a different recovery schedule.

The Contractor shall maintain sufficient contingency resources and coordinate recovery operations to minimize disruptions to VA operations.

COR.

Collection activities shall not resume until conditions permit safe operation of vehicles, lifting equipment, and containers.

The Contractor shall make reasonable efforts to complete delayed collections on the same day or by 9:00 a.m. the next workday, when conditions permit.

When severe weather prevents completion within that period, the recovery requirements in Section 4.E shall apply.

G. Federal Holiday Collections. The Contractor is not required to provide regularly scheduled collection services on Federal holidays.

Collections missed because of a Federal holiday shall be completed on the next workday in addition to the Contractor's regularly scheduled services, unless otherwise approved by the CO.

Weight tickets shall identify, as applicable, the collection date, disposal facility, waste type, vehicle identification, and incoming and outgoing weights or net weight.

The Contractor shall submit electronic copies of all applicable weight tickets and a monthly summary of collected and disposed waste quantities to the COR no later than the third (3rd) workday of the following month.

J. Removal and Replacement of Compactors and Containers. The Contractor shall remove, transport, empty, and return or replace self-contained compactors and other designated containers without unnecessarily disrupting VA operations.

The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report CO/COR any occurrences of lost or duplicated keys. In the event keys, other than the master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor.
