About this file

This document is Amendment 0001 to Solicitation 36C24827Q0032, issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) in Tampa, Florida, for intraoperative neuromonitoring (IONM) services at C.W. Bill Bay Pines VA.

The amendment extends the proposal submission deadline to Wednesday, November 18, 2026, at 4:00 PM EST and addresses nine vendor questions and answers. Key clarifications include: (1) past performance references must follow the solicitation requirements as written with no revisions; (2) neither Basic Life Support (BLS) nor Advanced Cardiovascular Life Support (ACLS) certification should be mandatory for IONM technologists or remote interpreting physicians, as their responsibilities do not include direct participation in resuscitation; (3) physicians already credentialed and privileged to provide remote IONM interpretation at another VA facility are eligible, and existing waivers should be considered; (4) quotations exceeding the $700,000 maximum aggregate contract value for the base period and all option periods will not be deemed unacceptable, though the Government cannot commit to future acquisition actions if the ceiling is reached; (5) a formal Clinical Neurophysiology fellowship should not be mandatory when a board-certified neurologist has documented IONM experience, demonstrated competence, and appropriate VA privileges; and (6) seven previously omitted attachments—including the Quality Assurance Surveillance Plan, Organizational Conflict of Interest Statement, Contractor Certification, Contractor Rules of Behavior, Past Performance Questionnaire, Limitations on Subcontracting Certificate, and Applicable Wage Determination—are hereby incorporated into the solicitation.

AMENDMENT 0001

The purpose of this amendment is to make the following changes to the RFQ:

1. Extend the due date and time for receipt of quotes until Wednesday, November 18, 2026, at 4:00 pm EST.

Vendor Questions and Answers:

Q1. Volume III – Past Performance, Item 2, which requires references from responsible individuals with firsthand knowledge of each proposed candidate:

Would providing one professional reference per proposed IONM Technologist and Neurophysiologist Physician, including the reference’s name, title, organization, contact information, professional relationship, and period of association, satisfy this requirement?

A1. Volume III – Past Performance, Item 2, page 70. The solicitation requirement remains unchanged. Offerors shall provide past performance information and references in accordance with Volume III – Past Performance as written. No revisions to this requirement are being made under this amendment.

Q2. Reference: PWS Section 2.1.2, Page 13; Section E, Volume 2 – Technical Capability, Subfactor A, Page 68

Question: The solicitation contains conflicting requirements regarding Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS) certification.

Section 2.1.2 permits BLS, ACLS, or equivalent certification, while Section E, Volume 2, Subfactor A requires both BLS and ACLS certifications prior to award. Within the intraoperative neuromonitoring (IONM) industry, BLS certification is customarily maintained by CNIM-certified technologists, while ACLS certification is generally associated with healthcare professionals who directly participate in advanced cardiovascular resuscitation, including medication administration and advanced airway management. IONM technologists provide specialized neurophysiological monitoring under physician supervision and do not perform these advanced resuscitation interventions. Given the customary industry practice and the defined clinical responsibilities of IONM technologists, will the VA confirm that current BLS certification alone satisfies the certification requirement for CNIM-certified IONM technologists? Additionally, will the VA confirm that BLS certification is sufficient for remote interpreting neurophysiologist physicians who do not provide direct bedside patient care?

A2. Neither BLS nor ACLS should be mandatory for IONM technologists or remote interpreting physicians, as their responsibilities do not include direct participation in resuscitation.

Q3. Subject: RFQ 36C24827Q0032 – Clarification Regarding BLS/ACLS Requirements for Remote Interpreting Neurologists

For neurologists who are currently credentialed, privileged, and practicing at James A. Haley Veterans’ Hospital and/or C.W. Bill Bay Pines VA and currently providing remote intraoperative neuromonitoring interpretation services: Given that these physicians provide services exclusively through tele-neurology, are not physically present at the facility, and do not participate in cardiac codes or emergency resuscitation, would their existing VA credentialing and privileges satisfy the physician qualification requirements for the Bay Pines VA contract without current BLS and ACLS certifications?

Alternatively, would a formal exception or waiver of the BLS/ACLS requirements be necessary for these remote interpreting neurologists? Two of them currently have waivers from James Haley VA for this.

A3. Physicians already credentialed and privileged to provide remote IONM interpretation at another VA facility should be eligible, subject to confirmation of appropriate privileges.

Existing waivers should be considered without requiring unnecessary duplication.

Q4. On page 64 of the solicitation it states that the due date for solicitation bid is Nov 13. On Sam.gov it states that the due date is Dec 1. Please confirm the actual due date.

A4. Refer to Answer #1.

Q5. Contract ceiling and pricing clarification. Section B.2 sets a maximum aggregate contract value of $700,000 for the base year and four option years. If a quoter’s per-case pricing produces a five-year estimated total above that ceiling, will the quotation still be eligible for award with task orders limited to the ceiling, or will the quotation be deemed unacceptable?

A5. The $700,000 amount identified in Price Schedule, Section B.2 page 5, represents the maximum aggregate contract value for the base period and all option periods. A quotation will not be deemed unacceptable solely because the quoter's estimated total, based on projected quantities, exceeds the contract ceiling.

Q6. If the $700,000 ceiling is reached before the end of the contract period, does the VA anticipate increasing the contract ceiling or issuing a new solicitation for the remaining services?

A6. The Government cannot commit to future acquisition actions at this time. Should the contract ceiling be reached prior to the expiration of the contract period, the Government will assess its requirements and determine the most appropriate course of action in accordance with applicable procurement regulations and available funding. This could include, but is not limited to, a contract modification, a new procurement, or another acquisition strategy as determined by the Government's needs.

Q7. Subject: Clarification – Clinical Neurophysiology Fellowship Requirement

Regarding Solicitation 36C24827Q0032, Volume II, Subfactor A, Item 1(c), which requires certification of a Clinical Neurophysiology fellowship or equivalent/similar fellowship:

Would the VA accept a board-certified neurologist who does not possess formal Clinical Neurophysiology fellowship training but has relevant clinical experience and is currently credentialed, privileged, and approved by Bay Pines VA Neurology leadership to provide intraoperative neuromonitoring interpretation services?

If so, would documentation of the physician’s existing VA privileges and approval by the Chief of Neurology satisfy this qualification requirement in lieu of a fellowship certificate?

A7. Volume II, Subfactor A, Item 1(c), page 74. Fellowship requirements: A formal Clinical Neurophysiology fellowship should not be mandatory when a board-certified neurologist has documented IONM experience, demonstrated competence, and appropriate VA privileges.

These recommendations would maintain clinical standards while avoiding unnecessary restrictions on qualified providers.

Q8. Attachments Clarifications:

Section D, page 66, references seven attachments: the Quality Assurance Surveillance Plan, Organizational Conflict of Interest, Contractor Certification, Contractor Rules of Behavior, Past Performance Questionnaire, Limitations on Subcontracting Certificate, and Wage Determination.

1. We could not locate these attachments on SAM.gov or within the solicitation PDF.

Please provide the complete attachments applicable to Bay Pines solicitation 36C24827Q0032 or identify where they can be obtained.

A8. Section D – Contract Documents Attachments, Page 66. The referenced attachments were inadvertently omitted from the original solicitation posting. The following attachments are hereby incorporated into the solicitation and are included with this amendment:

1. Quality Assurance Surveillance Plan (QASP)

2. Organizational Conflict of Interest (OCI) Statement

3. Contractor Certification

4. Contractor Rules of Behavior

5. Past Performance Questionnaire

6. Limitations on Subcontracting Certificate

7. Applicable Wage Determination

Q9. Subject: Clarification of Proposal Submission Deadline – Solicitation 36C24827Q0032

The solicitation document (SF 1449, Block 8) identifies the proposal submission deadline as November 13, 2026, at 4:00 PM EST. However, the SAM.gov solicitation posting identifies December 1, 2026, at 4:00 PM EST.

Could the Contracting Officer please confirm which date is the official proposal submission deadline? Additionally, will an amendment be issued to reconcile the discrepancy between the solicitation document and the SAM.gov posting?
