About this file

This document is Amendment 0005 to Solicitation 36C24826R0015 for ALS/BLS Ambulance Services, issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) in Tampa, Florida, dated March 24, 2026. The amendment clarifies Performance Work Statement (PWS) requirements and is not extended, meaning the original offer receipt date of January 30, 2026 remains in effect. Offerors must acknowledge receipt of this amendment by completing the amendment form and returning one copy, acknowledging receipt on each copy of their offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the specified hour and date will result in rejection of the offer.

The amendment addresses two key clarifications: (1) regarding streamlined invoicing and CLIN alignment for "No Show" situations under PWS 4.5.2.1, the government clarifies that no additional CLIN is required, as historical data shows this has not been problematic and existing PWS sections provide sufficient guidance; and (2) regarding "Immediate Dispatch" definitions and clinical requirements, the government confirms that 24/7 availability is required per PWS 6.1.1.4, and the contractor must be available to provide ambulance services 24 hours per day, 365 days per year in accordance with all solicitation terms and conditions. The amendment was signed by LeTray Womble, Contract Specialist, on March 24, 2026.
