About this file

This is a Presolicitation Notice for a firm-fixed-price contract to provide pneumatic tube system preventive maintenance and software support services at the C.W. Bill Young VA Medical Center in Bay Pines, Florida. The Department of Veterans Affairs, Network Contracting Office 8, has issued a Notice of Intent to Sole Source this requirement to TransLogic Corporation, a Swisslog Healthcare company, based on the determination that TransLogic is the only responsible source capable of maintaining the existing TransLogic/Swisslog pneumatic tube system and its proprietary Nexus™ System Control Software. The Government's justification cites manufacturer-documented proprietary technology restrictions that authorize only TransLogic Sales Representatives, Field Service Engineers, or designated employees to service, install, or upgrade the system and components.

A separate Request for Quotation (RFQ), Solicitation Number 36C24826Q1247, will be posted for interested sources to submit quotations and capability statements by the response deadline of September 15, 2026, at 12:30 PM Eastern Time. The anticipated contract award/effective date is September 30, 2026, and will consist of a 12-month base period with four 12-month option periods. The place of performance is 10,000 Bay Pines Boulevard, Bay Pines, Florida 33744. The contracting officer is Lakiesha Anderson, reachable at lakiesha.anderson@va.gov or 561-618-2398. Although the Government intends to solicit and negotiate with TransLogic Corporation, all responsible sources demonstrating capability and authorization to perform the complete requirement are encouraged to submit responses, which will be considered by the Government.

NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs, Network Contracting Office 8, intends to award a firm-fixed-price contract for Pneumatic Tube System Preventive Maintenance and Software Support Services to TransLogic Corporation, a Swisslog Healthcare company, for the existing TransLogic/Swisslog pneumatic tube system at the C.W. Bill Young VA Medical Center, Bay Pines, Florida. The anticipated contract will consist of a 12-month base period and four 12-month option periods, with an anticipated award/effective date of September 30, 2026.

The Government has determined that TransLogic Corporation is the only responsible source capable of providing the required preventive maintenance and software support for the existing system. The Bay Pines system incorporates TransLogic-specific hardware, system controls, and Nexus™ System Control Software. Manufacturer documentation identifies TransLogic pneumatic tube hardware and integrated software as proprietary technology and states that only TransLogic Sales Representatives, Field Service Engineers, or designated employees are authorized to service, install, or upgrade TransLogic systems and components. Bay Pines-specific documentation further establishes that Nexus™ is the TransLogic PTS system-control platform and that software maintenance provides access to software licensing, service packs, version releases, documented bug fixes, and technical support.

A separate Request for Quotation (RFQ), Solicitation 36C24826Q1247, will be posted for this requirement. Although the Government intends to solicit and negotiate with TransLogic Corporation, all responsible sources may submit a quotation and/or capability statement in response to the RFQ by the stated response deadline. All timely responses will be considered by the Government.

Interested sources must demonstrate the capability and authorization to perform the complete requirement, including preventive maintenance of the existing TransLogic/Swisslog pneumatic tube system and the required maintenance and support of its proprietary operational software.
