About this file
This is Amendment 0003 (Standard Form 30) to Solicitation 36C24826Q1136 for drone power-washing services at the Bruce W. Carter Department of Veterans Affairs Medical Center in Miami, issued by the Department of Veterans Affairs Network Contracting Office 8. The amendment extends the offer receipt deadline to August 31, 2026, at 12:00 PM EDT and provides a comprehensive summary of questions and answers submitted by prospective offerors.
The requirement involves exterior power-washing services for the South and East Towers using tethered power-washing drones for high-rise vertical facade surfaces and windows, with ground-based methods permitted for lower sidewalls. Work is limited to blue-hatched vertical facade areas and excludes roof surfaces, solar arrays, horizontal flatwork, and unmarked wall planes. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though Veteran-Owned Small Businesses (VOSB) may also respond. This is a firm fixed-price service contract requiring completion of a Limitations on Subcontracting (LOS) form for responsiveness. Key clarifications from the Q&A address scope boundaries, water connection availability, wastewater management requirements (contractor responsibility), drone operation restrictions relative to solar arrays and facility operations, required pre-work submittals including work plans and safety documentation, FAA authorization and Remote Pilot certification requirements (contractor responsibility), and site visit procedures referenced in Amendment 0002. The VA will provide designated exterior water connections but does not guarantee minimum flow or pressure, and contractors must obtain all necessary permits, approvals, and equipment including hoses, adapters, backflow-prevention devices, and pumps.

Questions and answers- 36C248-26-AP-3509- Power Wash South and East Tower VAMC Miami 8-20-26
NOTE- CO ANSWERS TO CONTRACTING QUESTIONS IN RED
ENGINERING should pick a different color for their answers on this form.
Questions- We intend to attend the August 21, 2026 site visit for Solicitation 36C24826Q1136. Please confirm whether advance registration, submission of attendee names, identification, PPE, or other access documentation is required. No To permit an accurate quotation, please also clarify the following:
1. Do the blue-hatched areas in the “Areas to Wash” exhibit identify the complete limits of work, including all marked high-rise and low-rise wall sections, or is the requirement limited to the primary South and East Tower elevations? For Engineering to answer. Yes. The blue-hatched areas shown in the “Areas to Wash” exhibit identify the complete vertical façade cleaning limits. The scope includes all blue-hatched high-rise and low-rise wall sections, marked returns and connecting wall sections, and all windows located within those areas. Unmarked façade areas are excluded.
2. CLIN 0001 states “South elevation only,” CLIN 0002 states “East elevation only,” while PWS §2.1 refers to “all exterior surfaces of the South and East Towers.” Please confirm which language controls and identify every included wall plane, return, connecting section, and lower building elevation. For Engineering to answer. The blue-hatched areas shown in the exhibit will control the limits of work.
CLIN 0001 includes all blue-hatched vertical façade surfaces and windows identified as part of the South elevation. CLIN 0002 includes all blue-hatched vertical façade surfaces and windows identified as part of the East elevation.
The included work consists of the marked tower walls, lower-building walls, returns, connecting sections, and associated windows. Roof surfaces, solar arrays, horizontal ground surfaces, and unmarked wall planes are excluded.
3. Please define the physical boundary of ‘all ground surfaces below the towers.’” For example, does the work extend a specified distance from the building, follow an identifiable site feature, or correspond to limits to be marked on the exhibit? For Engineering to answer. The reference in PWS §2.1 to “all ground surfaces below the towers” is inapplicable and will be removed. Sidewalks, plazas, pavement, roofs, and other horizontal flatwork are not included in the cleaning scope.
The Contractor remains responsible for protecting these surfaces and removing any overspray, cleaning residue, or debris caused by its operations.
4. Will attendees be permitted to photograph the work areas and observe the elevations from roof access points or upper-level windows during the site visit? Pictures may be taken in non-patient and non sensitive areas during the site visit
5. Please identify available exterior water connections, connection sizes, operating restrictions, and whether multiple connections may be used simultaneously. May the contractor conduct a brief bucket/flow test during the site visit?
For Engineering to answer. The VA will make designated existing exterior water connections available for performance of the work. The Contractor shall provide all hoses, adapters, code-compliant backflow-prevention devices, buffer tanks, booster pumps, and other equipment required for its operation.
Fire hydrants and fire department connections may not be used. Simultaneous use of multiple connections requires advance approval from the COR. The VA does not guarantee a minimum flow rate or pressure beyond the existing conditions.
Engineering has no objection to a brief bucket/flow test, provided it is scheduled through the Contracting Officer and performed under VA escort without disrupting facility operations.
6. Please identify all storm and sanitary drains within the work area and confirm the VA-required wastewater-management method: containment and recovery, authorized sanitary-sewer discharge, controlled infiltration, or another approved method. Please identify any required permits, testing, documentation, or VA environmental approval. For Engineering to answer. The contractor shall control runoff and protect nearby drains from concentrated cleaning chemicals, solids, and debris. Cleaning products and the proposed runoff/disposal method must be approved by the COR and GEMS before work commences. Any permits, approvals, or special disposal required by applicable regulations will be the Contractor’s responsibility.
7. Please identify all solar arrays located beneath or adjacent to the work and provide any manufacturer or facility requirements for chemical protection, rinsing, electrical safety, roof access, or required shutdowns.
For Engineering to answer. The rooftop solar arrays located on the lower roofs beneath or adjacent to the marked façades are excluded from the cleaning scope and shall be considered energized at all times.
The Contractor shall prevent chemicals, overspray, runoff, equipment, personnel, and drone tether lines from contacting the panels, racking, conduits, wiring, or related electrical equipment. Equipment may not be staged or anchored to the arrays, and personnel may not walk on the panels.
If contact or contamination occurs, the Contractor shall stop the affected work and notify the COR immediately. Corrective cleaning shall be performed at the Contractor’s expense using a method approved by the VA based on the applicable manufacturer requirements.
Roof access, if required, must be coordinated in advance and is limited to VA-designated routes under an approved safety and work plan. No solar-array shutdown is planned. Any requested shutdown requires advance VA approval and is not guaranteed.
8. PWS §§4.2 and 6.2 reference “chiller 1 repairs,” repair diagnostics, replacement parts, and repair logs. Please confirm that these references are inapplicable and identify the required power-washing deliverables and acceptance documentation.
For Engineering to answer. The references to “chiller 1 repairs,” diagnostic findings, replacement parts, and repair logs are template errors and do not apply to this requirement.
Required pre-work submittals include:
1. Work plan, cleaning method, schedule, and staging plan.
1. Site-specific safety plan or activity hazard analysis.
1. Pedestrian, vehicle, building, and property-protection measures.
1. Evidence of applicable FAA authorizations, Remote Pilot certification, aircraft registration, and insurance.
1. Cleaning-product list, Safety Data Sheets, proposed dilution rates, and surface-compatibility/test-patch information.
9. Is there a deadline for submitting questions? Will answers affecting scope or price be issued to all offerors through a written amendment before quotations are due? No. We will accept questions and I will forward them to Engineering as time permits while the solicitation is open. All late questions may not be able to answered based on time constraints.
Hello Mr. Guley, Brimstone Partner is preparing a response for the exterior power-washing requirement at the Bruce W. Carter VA Medical Center. Our proposed subcontractor, Clear Window Cleaners, Inc., would like to inspect the marked South and East Tower areas on the morning of August 20 to confirm access, utilities, surface conditions, and equipment staging for firm pricing.
Would that site visit be permitted? If so, please provide the required access, security, parking, and check-in procedure, along with any attendee information or forms needed. We have told the subcontractor not to arrive unless access is confirmed.
Thank you.
Please go to FBO.SAM site and see the Amendment 0002 posted on 8-18-26 with the site visit information listed for all contractors.
Good morning, Mr. Guley, I hope you had a good weekend.
Woods Enterprise LLC respectfully requests clarification regarding Solicitation 36C24826Q1136.
Can the Government confirm whether this requirement is treated as a services contract for purposes of the Limitations on Subcontracting? This is a firm fixed price service contract and completing and returning the LOS form is required to be considered responsive.
Additionally, can the Government confirm whether an SDVOSB prime contractor may not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities? Yes Thank you for your time and assistance.
Question- Hi David, Can you explain the scope of work a little more? I saw the highlighted areas. Does that mean only the highlighted areas need cleaning, and none of the flat work requires attention? Is that correct? For Engineering to answer. Yes. Only the blue-hatched vertical façade surfaces and the windows within those areas are included. Horizontal flatwork is excluded.
Also being a disable veteran company does that help in the bidding process? Thanks for your time. This requirement is set-aside to SDVOSB veteran owned companies, but VOSBs can respond. Please see page 1 of the 1449 Solicitation and Box #10 and Box #20.
Thank you very much.
Question- We are a SDVOSB located in Florida, we will be bidding. I do have a few initially questions.
-Does every surface have to be pressure washed by the drone, specifically the lower sidewalls? Every included surface must be cleaned. The tethered power-washing drone shall be used for the high-rise and tower portions. Lower sidewalls may be cleaned using the drone or other safe ground-based methods identified in the approved work plan, provided all protection, wastewater, and final acceptance requirements are met.
-Will the VA be assisting with airspace coordination if needed? The Contractor is responsible for obtaining all applicable FAA, Part 107, LAANC, airspace, pilot, aircraft-registration, and operating approvals. The VA will coordinate internal facility access, security, work areas, and operational notifications through the COR. The VA will not obtain or guarantee FAA approval. Drone operations may not interfere with medical-center, emergency, helicopter, or other manned-aircraft operations.
-Is there ample water access around the building? Existing exterior water connections will be made available at the VA-designated locations. The Contractor is responsible for determining whether the existing flow and pressure are adequate for its proposed operation and for providing any necessary hoses, tanks, pumps, boosters, or adapters.
All 3 above For Engineering to answer Thank you!
Very respectfully, Question- Hello Mr. Guley, Brimstone Partner is preparing a quotation as the prospective prime contractor for the exterior power washing requirement at the Bruce W. Carter VA Medical Center. Our prospective subcontractor, Xtreme Drone Clean, has requested a brief 20-to-30-minute on-site assessment to verify water access, staging areas, ground obstacles, and facade dimensions for accurate fixed pricing.
Could you please confirm whether a site visit is permitted and, if so, advise the available scheduling process and any attendee, vehicle, security, check-in, or access information required?
Please go to FBO.SAM site and see the Amendment 0002 posted on 8-18-26 with the site visit information listed for all contractors.
Thank you.
Question- Rec 8-19-26 at 2.59 PM Mr. Guley, Good afternoon, I am reaching out on behalf of Sigma Group USA regarding Solicitation 36C24826Q1136 – Drone Power Washing Services at the Bruce W. Carter VA Medical Center.
We are currently reviewing the solicitation and preparing our response. I wanted to confirm two items that we have not been able to locate within the solicitation documents:
1. Is there a specific deadline for submitting RFI questions regarding this solicitation, or should offerors submit questions as soon as they arise?
No. We will accept questions and I will forward them to Engineering as time permits while the solicitation is open. All late questions may not be able to answered based on time constraints.
1. Will the VA be conducting a formal site visit for this solicitation? If so, could you please provide the date, time, location, and any registration requirements?
Please go to FBO.SAM site and see the Amendment 0002 posted on 8-18-26 with the site visit information listed for all contractors.
We anticipate having several technical questions as we complete our review of the project and would like to make sure they are submitted within the appropriate timeframe.
Thank you for your assistance. Please confirm receipt when convenient.
Best regards,
