B. The soliciitation due date and time is hereby changed from August 12, 2026 at 15:00PM EST to August 14, 2026, at 15:00PM EST.
C. See pages 2 through 5 for Questions and Answers.
D. In relation to question 10, the Price/ Cost Schedule and Delivery Schedule is hereby changed to 180 days ARO.
E. There are no other changes to the terms and conditions of the solicitation.
Moneque Rodriguez Contracting Officer Questions and Answers
1. Scope Boundaries & Technical Clarifications Q1. The Statement of Need (SON) specifies that connection of power, gas, water, vent, and supply air will be "by others," but requires the contractor to supply a CO/Gas detector with solenoid valve and two Emergency Power Off (EPO) switches with wiring diagrams. Is the physical mounting and low-voltage wiring for the remote EPO switch and CO/Gas detector included in the contractor's scope?
A1. The contractor is responsible only for furnishing the required equipment and providing the applicable wiring diagrams.
Q2. Is removal and disposal of the existing boiler in Building 24 required under this contract?
A2. No. Removal and disposal of the existing boiler will be performed by the Government or others.
Q3. The specification limits the unit size to no more than 36 inches (L) × 30 inches (W) × 48 inches (H). Does this limitation apply to the complete assembled unit, including trim, pumps, and manifolds?
A3. No. The dimensional limitation applies only to the boiler cabinet.
Q4. What are the available static and dynamic natural gas pressures at the Building 24 connection point?
A4. The static and dynamic pressures are currently unknown. They may be obtained or verified after contract award through the gas supplier. The existing gas service consists of a 1.25-inch galvanized pipe with a regulator upstream of the boiler providing approximately 6 to 14 inches water column.
Q5. The SON requires a BACnet/MSTP card for Building Automation System (BAS) integration. Does the contractor's startup include BAS point mapping?
A5. No. BAS point mapping will be performed by others. The contractor's responsibility is limited to verifying proper communication of the BACnet card during factory startup.
Q6. The SON requests a 1/2 HP boiler pump with 2-inch flange connections. Please provide the required design flow rate and total dynamic head.
A6. The building heating hot water distribution pump is not part of this project. The required pump is the boiler recirculation pump only. The existing pump is a Grundfos Type UP 53-46F (PC 2722), 115/230V, single-phase, 60 Hz. The existing system operated satisfactorily with this pump. The replacement pump shall be of similar size and type.
The heating hot water system is configured as a primary-secondary system.
2. Logistics, Site Access, & Delivery Q7. What are the delivery access dimensions to the basement mechanical room?
A7.
· Basement access: Seven (7) stairs, approximately 6 feet wide.
· Basement entrance: Double doors approximately 5 feet wide by 6 feet high.
· Interior pathway: Greater than 6 feet wide.
· Minimum overhead clearance: Approximately 52 inches in certain locations due to conduit.
Q8. Is a freight elevator available?
A8. No. Access to the basement is by stairs only.
Q9. Does "setting in place" require a new housekeeping pad?
A9. No. The boiler shall be placed on the existing concrete housekeeping pad.
Q10. Will a staging or laydown area be provided?
A10. Yes. An outdoor staging/laydown area adjacent to Building 24 can be provided. The area is not covered. Delivery to a VA warehouse is also available; however, equipment may not remain in the warehouse for more than five (5) days before being moved.
3. Schedule & Period of Performance Q11. The solicitation period of performance differs from the delivery and startup schedule identified in the Statement of Need. Will the Government revise the period of performance?
A11. Yes. The Government intends to revise the period of performance so that it is tied to the date of contract award and aligns with the delivery and startup schedule identified in the Statement of Need.
Q12. If utility connections performed by others delay the second factory startup visit, will the Government provide additional time?
A12. Yes. If delays occur due to Government-performed utility connections or other valid reasons outside the contractor's control, the Government may issue a no-cost extension, as appropriate.
4. Proposal Administration Q13. When does the manufacturer's warranty begin?
A13. Warranty commencement is determined by the boiler manufacturer. Some manufacturers begin warranty coverage upon delivery, while others begin coverage upon factory startup. Either approach is acceptable to the Government.
Q14. We would like to attend the site visit and wanted to see if there is going to be any option to have an accurate pricing for install labor.
A14. There is no site visit for this requirement. Installation labor associated with connecting utilities (power, gas, water, venting, controls, etc.) is not included in this solicitation. Those utility connections will be performed under separate contracts.
Additional Questions Q15. CLIN 0001 establishes a base period from August 17, 2026 through September 30, 2026, while the Statement of Need allows delivery within 90 days of award and final factory startup up to 90 days after placement.
A15. Correct. The Statement of Need contemplates delivery within 90 days after award and final factory startup after utility connections are completed.
Q16. The previous solicitation stated that the period of performance depended upon the date of award and manufacturer lead time. Will that language be reinstated?
A16. Yes. The period of performance will begin upon contract award.
Q17. Will the Government amend the period of performance to accommodate commercially available manufacturer lead times?
A17. Yes. The period of performance will be tied to the date of contract award. Extensions may be considered when supported by valid reasons.
Q18. Please provide the required hydronic system configuration and pump requirements.
A18. The heating hot water system is configured as a primary-secondary system. The building circulation pump is not part of this procurement. The required pump is the boiler recirculation pump only. The existing pump is a Grundfos Type UP 53-46F (PC 2722), 115/230V, single-phase, 60 Hz. The replacement pump shall be of similar size and type.
