About this file
This is a Sources Sought notice for transcutaneous CO2 monitoring systems for the James A. Haley Veterans Hospital Sleep Study Clinic. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 is conducting market research to identify responsible domestic sources capable of providing CO2 monitoring systems that meet minimum operational and technical requirements for full-night diagnostic sleep studies. The Government's Sleep Lab requires precise, stable, and continuous CO2 monitoring to accurately assess ventilatory status during sleep, with clinical accuracy and compatibility with existing Nox Medical A1 and C1 Polysomnographic Systems being essential for seamless integration and reliable data transfer.
Vendors must demonstrate capability to provide transcutaneous CO2 monitoring systems meeting minimum salient characteristics including safe and extended-duration skin-compatible sensors, stabilized CO2 reporting, mobility-supporting technology without recalibration requirements, sleep-specific visual and alarm configurations, and full compatibility with the current polysomnography environment. The Government will give preference to domestic products that meet these specifications. This notice is not a request for quotation and does not commit the Government to an award. The information solicited will help determine whether a competitive acquisition strategy is viable or whether brand name or limited source justification may be warranted. Interested vendors should provide detailed responses demonstrating how their offered systems meet or exceed the stated minimum requirements.

DESCRIPTION
The James A. Haley Veterans’ Hospital (JAHVH), Sleep Study Clinic within the Pulmonary Department of Medicine and Specialty Care Service, is seeking to identify responsible sources capable of providing transcutaneous CO₂ monitoring systems that meet the Government’s minimum operational and technical requirements for full‑night diagnostic sleep studies. The purpose of this notice is to conduct market research and determine the availability of domestic products that can satisfy the salient characteristics described herein. This information will be used to inform the Government’s acquisition strategy, which may include a brand‑name or limited‑source justification if no equal products are identified.
The Government’s Sleep Lab currently conducts complex sleep studies requiring precise, stable, and continuous CO₂ monitoring to accurately assess ventilatory status during sleep. Clinical accuracy and compatibility with existing systems—specifically the Nox Medical A1 and C1 Polysomnographic Systems—are essential to ensure seamless integration, reliable data transfer, and uninterrupted patient monitoring throughout overnight studies.
This Sources Sought seeks information from vendors who can provide a transcutaneous CO₂ monitoring system that meets all minimum salient characteristics, including but not limited to: safe and extended‑duration skin‑compatible sensors, stabilized CO₂ reporting, mobility‑supporting technology without recalibration, sleep‑specific visual and alarm configurations, and compatibility with the current polysomnography environment.
The Government will give preference to domestic products that meet these salient features and are fully compatible with existing clinical equipment. Responses must demonstrate the ability of the offered system to meet or exceed these minimum requirements.
This notice is not a request for quotation and does not commit the Government to an award. The information provided by interested parties will help determine whether a competitive procurement is appropriate or whether a brand‑name acquisition is warranted based on compatibility and clinical requirements.
Transcutaneous CO₂ Monitoring System (Sentec tCOM+ or Equal) This Sources Sought Notice is issued solely for market research and information‑gathering purposes in accordance with FAR Part 10. This notice does not constitute a solicitation and shall not be construed as a commitment by the Government. No contract will be awarded based on responses to this notice.
The James A. Haley Veterans’ Hospital, Sleep Study Clinic within the Pulmonary Department of Medicine and Specialty Care Service, is conducting market research to identify potential sources capable of providing transcutaneous CO₂ monitoring systems that meet the minimum salient characteristics listed below. The Government’s current clinical environment, including existing Nox Medical A1 and C1 polysomnography (PSG) systems, requires equipment that is fully compatible with the existing infrastructure to ensure continuity of operations and clinical accuracy.
The Government intends to determine whether there are any domestic products—including small businesses, veteran‑owned, SDVOSB, HUBZone, women‑owned, and other socioeconomic categories—that can meet these requirements. Preference will be given to domestic sources whose offered product(s) meet all salient characteristics.
Minimum Salient Characteristics Respondents must clearly demonstrate that their offered product meets all of the following:
1. Transcutaneous CO₂ Measurement Capability
· Must continuously measure CO₂ transcutaneously and provide stabilized CO₂ values directly to PSG systems.
· Must prevent inaccuracies associated with mask leakage or poor mask tolerance.
2. Sensor Performance Requirements
· Capable of supporting site times up to 12 hours (minimum 8 hours recommended) to enable full‑night studies without reapplication or recalibration.
· Must utilize a low‑temperature, skin‑safe sensor suitable for prolonged overnight use.
· Must include technology allowing patient mobility during studies without requiring recalibration (e.g., temporary sensor disconnection without loss of calibration).
3. Operational / Sleep‑Study Requirements
· Must include a freely rotating sensor or equivalent design to minimize tugging as patients move.
· Must offer sleep‑specific settings, including:
– Fully dimmable display
– Muted or configurable alarms
4. System Integration & Compatibility
· Must be fully compatible with Nox Medical A1 and C1 Polysomnography Systems currently in use at the Sleep Study Clinic.
· Must transmit data in a format compatible with existing records and workflows without requiring manual deletion of stabilization periods.
5. Training & Clinical Usability
· Equipment must require no additional training beyond standard operation familiar to clinical staff.
6. Warranty Requirements
· Must include a standard manufacturer’s warranty.
· The Government cannot accept extended warranties requiring advance payment.
Submission Requirements Interested vendors shall submit the following:
1. Company information (name, address, UEI, socioeconomic category).
2. Product literature demonstrating compliance with each salient characteristic.
3. A statement confirming whether the product is domestically manufactured.
4. Evidence of demonstrated compatibility with Nox A1 and C1 systems.
5. Estimated delivery timeframe.
Responses must be submitted via email to the point of contact listed in the forthcoming solicitation announcement. This notice is not a request for quote or proposal. No reimbursement will be provided for response preparation.
Disclaimer The Government is not obligated to issue a solicitation or award a contract based on this notice. Information provided in response will assist the Government in determining the appropriate acquisition strategy, including whether the requirement will be competed or solicited on a brand‑name, sole‑source basis.
