About this file
This is a Questions and Answers (Q&A) document for RFQ #36C24826Q0834 concerning the rental of two temporary chiller units for a VA facility in Gainesville, Florida.
The solicitation requires a single award for the rental of one 500-ton chiller and one 100-ton chiller, with a base period of performance from September 1, 2026 to September 30, 2026, followed by four option years. The 500-ton chiller will connect to the Main Building chilled water loop approximately 300 feet from the equipment placement location, while the 100-ton chiller will connect to the CLC Building chilled water loop approximately 75 feet away. Both units require electrical connections at 480VAC, 60 Hz, with the Government supplying appropriately sized breakers (not exceeding 1600 Amps) and trip units after contract award. The contractor is responsible for furnishing and installing all mechanical piping (including 6-inch manifolds with butterfly valves), electrical cabling in conduit, temporary supports, core drilling with required scanning, and associated site restoration. Monthly rental charges begin once units are fully operational and running, and setup/removal CLINs may be invoiced upon completion and Government acceptance separate from monthly arrears billing. Monthly rental charges are prorated if equipment is removed before the end of a rental period. Removal CLIN pricing will be modified into the current period of performance if the Government does not exercise remaining options.
Key requirements include maintaining 48-inch egress clearance, conducting electrical tie-ins during after-hours or weekends, performing 24-hour startup testing witnessed by the Chiller Plant Supervisor, using copper conductors (aluminum prohibited), routing electrical feeders in conduit rather than exposed cable, responding to service calls within 8 hours with equipment replacement within 48 hours for non-repairable failures, and returning the site to its original state upon removal. The contractor must supply safety program documentation for VA Safety Department review, obtain necessary permits and road closures for delivery of the 100-ton chiller through a 16-foot gate opening, and provide chilled water system flushing and chemical treatment. Specifications for rental chillers and materials installed for piping and electrical work are subject to Buy American Act (BAA) requirements.
