About this file

This is a Standard Form 30 amendment to solicitation 36C24826Q0775 extending the deadline for the Fisher House Linen Services contract at Bay Pines VA Healthcare System. The amendment extends the receipt of offers from June 19, 2026 at 2:00 PM EST to June 23, 2026 at 2:00 PM EST. The contracting office is the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) located at C.W. Bill Young VA Medical Center in Bay Pines, Florida. The base period of performance runs from July 1, 2026 through June 30, 2027 for a one-year term with potential future option periods to be addressed through subsequent solicitations using data collected during this initial performance period.

The amendment includes a comprehensive Questions and Answers section addressing 18 clarification inquiries grouped into four categories: logistical and transportation concerns, technical processing and infection control standards, inventory and accountability requirements, and pricing structure. Key operational details include: pickup and delivery services for specialty linen from Fisher Houses 1 and 2 with estimated volumes of approximately 1,500 pounds weekly (though volumes are fluid and unpredictable); segregation requirements preventing co-mingling of linen between facilities during transportation and processing; cold-water washing requirements for high-end hotel-type linen meeting industry standards rather than healthcare thermal sanitization protocols; Government provision of a replacement cost schedule upon contract award; annual inventory verification conducted by the Contractor; and a 2% environmental tax as a firm-fixed-price line item. The Government clarified that this is a new requirement with no incumbent contractor, no historical pricing data, and that Fisher House 2 facility has not yet opened, necessitating a one-year initial contract to establish baseline usage and frequency data for future long-term solicitations.

Moneque Rodriguez Contracting Officer Questions and Answers:

Logistical & Transportation Ambiguities The "Cart Conundrum"

1. Context: Section 2.0 states the Contractor shall furnish "bulk delivery carts" for off-site transportation. However, Section 7.0 states, "The Government shall maintain numbered bucket delivery linen carts... Government carts are for use on the VA Bay Pines campus only."

1. Clarifying Questions:

1. Are Contractors permitted to load the government owned numbered bucket delivery carts directly onto their transport vehicles for off-site processing, or must the linen be cross-loaded / transferred into Contractor furnished carts at Building 13 during the 7:00 AM – 10:00 AM window?

Switching to Contractor owned carts is preferred, as the laundry provides carts to Fisher houses for the collection of soiled linen, and return of clean linen. The laundry must ensure that each Fisher House has a cart at each house for soiled linen at all times.

1. If cross‑loading is required on-site, will the VA provide a dedicated, covered space at Building 13 to maintain infection control boundaries during the transfer?

There is a covered space on the dock at the laundry building for removing linen from Government cart to Contractor cart. All linen will be in bags, so there is no issue of cross contamination.

Schedule & Volume Distribution

· Context: Section 4.2(b) mandates pickup and delivery Monday through Friday between 7:00 AM and 10:00 AM. Section 14.0 estimates the workload at 1,500 lbs. with a frequency of "Once per week."

· Clarifying Questions:

· 3. Is the Contractor required to perform physical transport runs all five days a week (Monday–Friday), or is the actual physical pickup and delivery restricted to one or two designated days per week?

Fisher House 1 – Currently, does not need to be processed. Once the house is remodeled, services may be needed twice a week. Any changes will be via modification. Fisher House 2 – Will probably be 2-3 times a week. Presently, the estimate is twice a week of pick up and drop off. Currently, we do not know the turnover and how much linen will need to be processed because the type of guest stays have changed to include more types of needs of varying lengths of stay. We need the soiled linen picked up, processed and returned within 2 days. We have PAR for 3 days based on storage availability. If more than 3 days is used in a week, we will not have enough to take care of the guests and will have to stop operation.

· 4. If transport is daily, should the Contractor anticipate an even daily distribution of approximately 300 lbs., or will the volume be highly volatile depending on the day?

There is no way of foreseeing the volume, it’s fluid.

· 5. Will the Fisher House staff pre-segregate and label the soiled linen by house (Fisher House I vs. Fisher House II) prior to Contractor pickup at Building 13, or is the Contractor responsible for sorting and identifying the origin of unsegregated soiled pieces?

Fisher House 2 linen will be in a different colored bag and cart (cart will be labeled). When Fisher House 1 is renovated and reopened, they will have a different kind of soil linen bag than Fisher House 2 for easy identification and it will also be in a different colored cart than Fisher House 2 and labeled Fisher House 1.

The 2 facilities’ linens are not to be comingled during processing, or transportation. It is desired that they are picked up and delivered on separate days so co-mingling never happens.

2. Technical Processing & Infection Control Paradoxes The Cold-Water vs. Sanitization Standard

· Context: Section 4.1(c) states that flatwork and high-quality linen must be washed in cold water to prevent color bleeding and preserve fabric quality. However, Section 10.0 states that all laundered articles must meet quality and performance standards required by The Joint Commission (TJC) and the Drycleaning & Laundry Institute (DLI).

Clarifying Questions:

· 6. Traditional TJC and healthcare laundry standards typically rely on thermal sanitization (high temperatures like 160F to eliminate pathogens. Given the cold-water restriction for fabric preservation, will the VA provide an approved list of chemical disinfectants / EPA-registered laundry additives that satisfy TJC infection control compliance at lower temperatures?

The cold-water requirement is the reason the Fisher House linen is NOT being processed at the VA Bay Pines laundry. It is NOT healthcare linen, processing the linen must meet the standards of not co-mingling clean and soil linen to maintain infection control. However, the VA will not dictate exact products to be used on high end hotel type linen, industry standards for that type of linen is acceptable.

7. If specialized chemical sanitizers are required for the cold‑water cycles, will the Government accept the increased chemical cost as a baseline factor, or should it be separated?

No specialized sanitizers should be required for nonhealthcare linen.

Finish and Packaging Specifications

· Context: Section 4.1(g) requires all processed linen to be packaged in clean plastic bags.

Clarifying Questions:

· 8. Does the Government have a specific mil-thickness requirement for the plastic packaging bags to prevent punctures during transport?

No. If a cart liner is being used, the linen can be packed inside the cart liner, inside the cart. If large plastic bags are being used, the bag must be strong enough to withstand being picked up while clean linen is inside.

9. Are the plastic bags expected to be transparent, or color-coded by building (e.g., one color for Fisher House I, another for Fisher House II) to support the zero‑commingling standard?

No, clear plastic bags are ok. You should never have both facilities’ linen at the same time, in the same vehicle.

3. Inventory, Accountability & Financial Risk Lost / Damaged Linen Price Baseline

· Context: Section 4.4(c) dictates that the Contractor must replace any VA-owned items lost or badly damaged while under Contractor control within 30 days at the Contractor's expense. Section 7.0 explicitly lists high-end, premium items such as Centium Satin sheets / pillowcases and multi-colored shams/duvets.

Clarifying Questions:

· 10. Will the Government provide an explicit, standardized "Replacement Cost Schedule" or fixed price list for each itemized piece in Section 7.0 so that bidders can accurately assess their insurance and liability risk?

Yes, the price list can be provided to the awarded Contractor. However, prices are subject to change due to market rate changes.

11. Section 4.4(d) mentions that replacement costs for unrecovered, unusual losses will be negotiated with the CO on a quarterly basis. Will these negotiations be capped at the original Government acquisition cost?

The price will be for what each item cost to replace at the time of the need to purchase. As the linen was purchased well over a year ago, the price will change from when it was purchased to when the need to purchase replacements.

Inventory Frequency

· Context: Section 4.4(e) requires the Contractor to participate in Government-required linen inventories as directed by the COR.

Clarifying Questions:

· 12. What is the historical or anticipated frequency of these physical inventories (e.g., monthly, quarterly, semi-annually.

Inventory is completed annually, typically in October. However, contractor should know what VA linen they have on their premises at all times.

13. Are these inventories conducted entirely on‑site at the Bay Pines campus, or will the COR conduct piece-count audits at the Contractor's off-site facility?

The contractor will provide a count to the COR of what is at the Contractor’s off- site facility during scheduled inventory.

4. Price / Cost Schedule & Contract Structure CLIN 0002 Environmental Tax Calculation

· Context: Section B.3 lists CLIN 0002 as "Environmental Tax (Approximately 2% of subtotal)" with a quantity of 1.00 Job.

Clarifying Questions:

· 14. Should the Offeror calculate exactly 2% of their total proposed value for CLIN 0001 and enter that numeric value into the amount for CLIN 0002, or is CLIN 0002 intended to be a Government-provided "Plug Number" that all offerors must use identically?

Environmental tax of 2% is a local tax for this area should not increase.

15. If local or state environmental taxes fluctuate over the period of performance, will CLIN 0002 be treated as a reimbursable actual-cost line item, or is it strictly Firm-Fixed-Price based on the initial proposal calculation?

Not expected to fluctuate, but amendment can be made if proof of increase is provided Period of Performance Clarification

· Context: Section B.2 specifies a Period of Performance of "One Year" (Base Period: 07-01-2026 to 06-30-2027). However, Section 5.3(c) mentions instructions "Upon exercise of any option year," and Section C.2 includes the clause FAR 52.217-8 (Option to Extend Services).

Clarifying Questions:

· 16. Is this solicitation intended to be a single-year contract with no option periods, or will the Government amend Section B.3 to include explicit Option Years (e.g., Base + 4 Option Years)?

Due to the urgent need for this contract and the absence of historical data, the initial award will be for a one‑year period. Upon completion of the one‑year contract, our intent is to conduct a new solicitation for a long term contract. This solicitation will incorporate the poundage, frequency, and usage data collected during the initial performance period.

17. Incumbent and prior contract context: Is there a current or recent incumbent performing this requirement, and if so, what is the incumbent name, contract number and / or award amount?

Fisher House 2 facility has not opened yet, so the new specialty linen is not being used right now. There has not been a contract awarded yet.

- If there's an Incumbent, has there been any significant "Change in Scope" or increase in the numbers between the incumbent's award solicitation and this 2026 solicitation?

There has been no prior award for these services.

18. IGCE Range: Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location?

There has been no prior award for these services, The Fisher House 2 is new, so there is no prior historical pricing or usage data.

See attached document: FH Linen Processing - PWS-061826.

The purpose of this amendment is to extend the solicitation due date and time and issue Questions and Answers.
