About this file
This document is Amendment 1 to Solicitation Number 36C24826Q0585, issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) at Orlando VA Healthcare System for the Bid-Build project titled "Address Lake Baldwin Site Deficiencies" (Project Number 675-22-106). The amendment was issued on May 28, 2026, with an effective date of May 8, 2026. The primary purpose of this amendment is to provide Government responses to 52 contractor questions (RFIs) received regarding the solicitation. The response deadline remains unchanged, and offerors must acknowledge receipt of this and all other amendments in their proposal packages.
The RFI responses address critical project scope clarifications including utility verification responsibilities, phasing and sequencing requirements, material storage provisions, personnel staffing requirements, and design delegation parameters. Key determinations include: the contractor is responsible for verifying work areas using provided utility plans; both covered walkway areas may be shut down simultaneously provided pedestrian traffic is maintained; Parking Lot K may be completely closed; no night work is required; contractor and subcontractors must obtain PIV badges; only double-hatting is permitted for site personnel (not triple-hatting); the contractor must provide shop drawings for canopy foundations subject to architect/engineer approval; spoils must be removed from site; trees should be avoided but replaced one-to-one if removal is necessary; and sidewalk thickness must be 6 inches minimum. Additional clarifications address stormwater permitting, fire suppression system connections, parking lot signage replacement quantities, and submission requirements regarding past performance documentation. The document includes a Pre-Bid Site Visit Sign-in Sheet attachment and confirms no additional site visits will be conducted.
