About this file

This is a Sole Source Justification document for a delivery order under the General Services Administration (GSA) Federal Supply Schedule (FSS) Program.

The Department of Veterans Affairs (VA), Network Contracting Office 08, located in Tampa, Florida, is acquiring wayfinding signage services for the C.W. Bill Young Department of Veterans Affairs Medical Center in Bay Pines, Florida, and the Lee County VA Healthcare Clinic in Cape Coral, Florida. The requirement encompasses interior and exterior signage upgrades, including updating room names, sign inserts, converting screen-printed panels into pockets, reprinting maps, replacing damaged posts and sign faces, adding new signs due to renovations or relocations, creating policy and informational signs, artwork preparation, and installation. The current wayfinding system is deficient due to renovations, relocations, policy changes, and deferred maintenance, with several sign deficiencies involving life safety, code-required signage, damaged signs from vehicular accidents, and infection control displays critical for in-patient care. The procurement will be issued as a firm-fixed price delivery order against FSS Contract Number 47QSMA18D08QQ to SDV Office Systems LLC (34 Redmond Drive, Unit C, Fletcher, NC 28732), a Service-Disabled Veteran-Owned Small Business (SDVOSB). The anticipated award date is April 10, 2026, with all signage to be delivered and installed within one year of award.

The justification cites authority under 38 U.S.C. § 8127(c), which permits sole source awards to SDVOSBs capable of providing products or services at fair and reasonable prices in the government's best interest. Market research identified at least nine historical awards to SDVOSBs and small businesses for similar VISN 8 procurements. SDV Office Systems LLC previously received a delivery order for the same facility in September 2021 with "Very Good" past performance ratings. The contractor is verified in the System for Award Management with no exclusions and maintains active SDVOSB certification. Per GSAR 538.7102-2(d)(2), ordering activities are not required to make a fair and reasonable price determination at the order level, as FSS contract pricing has been pre-determined as fair and reasonable.
