About this file
This is a Sources Sought Notice issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) at the Orlando VA Healthcare System. The notice seeks to identify potential contractors capable of manufacturing or providing a Liver Retractor, a high-performance surgical retraction system designed for complex hepatobiliary procedures, liver transplants, oncology resections, and bariatric surgeries. The solicitation number is 36C24826Q0267, with a response deadline of 1300 hours (1:00 PM) Eastern Time on Friday, January 30, 2026. This is market research only and does not constitute a binding solicitation or request for proposal; submission of information is voluntary and the Government assumes no financial responsibility for response costs.
The required Liver Retractor must feature a bilateral frame setup for simultaneous multiplane tissue retraction, extensive interchangeable blades (Balfour, Kelly, Richardson, Harrington, St. Marks) with non-slip designs in various sizes, micro-adjustable mechanisms for precise retraction control, secure arm retractors with Elite III rail clamps, and optional radiolucent blades for intraoperative imaging. The system must support asymmetrical retraction, provide stable exposure for patients with obesity or altered anatomy, and include component inventory such as bilateral crossbars, angled arms, malleable blades (13mm–102mm widths), and T-handles with instrument cases. Prospective offerors must submit capability statements of no more than five pages that include company name, address, contact information, CAGE code, SAM UEI number, business size with employee count, socioeconomic status, and for SDVOSB/VOSB firms, demonstration of small business manufacturing capability. Responses must be emailed to Benjamin Amato (benjamin.amato@va.gov) and Carl Myers (carl.myers3@va.gov) with the subject line "RFI# 36C24826Q0267 – Liver Retractor." All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award.

DESCRIPTION
This is a SOURCES SOUGHT NOTICE ONLY. It is neither a solicitation nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for solicitation will not receive a response. The Government will not pay nor reimburse any costs of preparing this response. The source’s sought notice is for market research purposes to make the appropriate acquisition decision and gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North America Industry Classification System (NAICS) 339112, Surgical and Medical Instrument Manufacturing, size standard of 1,000 employees.
The Network Contracting Office (NCO) 8, Orlando VA Medical Center (OVAMC) is seeking to identify interested contractors who can manufacture or provide the required Liver Retractor that meets the following salient characteristics and specifications for the VA Orlando Healthcare System.
The Liver Retractor is a high-performance surgical retraction system specifically designed for complex hepatobiliary procedures, liver transplants, oncology resections, and bariatric surgeries. Its characteristics encompass structural design, functional versatility, and safety-focused features:
1. Bilateral Frame Setup
• Employs a bilateral retractor frame, allowing simultaneous multiplane tissue retraction.
• Provides stable and symmetrical exposure of the liver and adjacent organs.
• Adaptable to complex abdominal and pelvic procedures, including large patients or unusual anatomy.
2. Blade and Paddle Selection
• Extensive interchangeable blades (Balfour, Kelly, Richardson, Harrington, St.
Marks) and malleable paddles for variable depth, width, and curvature requirements.
• Non-slip Balfour blades anatomically designed to grip tissue securely, preventing blade slippage during costal margin elevation.
• Blades come in various sizes and lip configurations, permitting both small and large field exposure.
3. Multi-Dimensional Retraction
• Supports asymmetrical retraction and multiple planes, crucial for bilateral subcostal or extended incisions.
• Strong stability ensures consistent exposure, even in patients with obesity or altered anatomy.
4. Micro-Adjustable Retraction Strength
• Includes micro adjustable clip on and cam-joint mechanisms, allowing precise control over retraction force and tissue engagement.
• Particularly effective in costal margin retraction, reducing tissue trauma while maintaining optimal surgical exposure.
5. Structural and Mechanical Features
• Arm retractors that fix securely to the operating table, supporting asymmetric and deep exposure.
• Elite III rail clamps and articulated joints provide modular installation and customizable angles.
• Components are designed for quick assembly and repositioning during surgery.
6. Radiolucent Options
• Some models provide radiolucent blades, facilitating intraoperative imaging without interference.
7. Versatility Across Procedures
• Optimized for:
• Liver resections and transplant surgeries
• Hepatobiliary oncology procedures
• Bariatric surgeries
• Complex abdominal and pelvic operations
8. Ease of Use and Safety
• Anatomical blade designs reduce risk of tissue ischemia and rib fractures.
• The open frame system allows incremental readjustments, improving safety during prolonged operations.
• System frees surgeon and assistant hands, enhancing operative efficiency.
9. Component Inventory (Representative)
• Bilateral crossbars (various dimensions)
• Angled arms (various lengths and angles)
• Multiple malleable blades (13mm–102mm widths)
• Micro-adjustable and cam-joint mechanisms
• T-handles and instrument cases for organized storage
10. Clinical Advantages
• Provides deep, uncompromised surgical exposure.
• Enhances surgeon ergonomics and reduces fatigue.
• Durable, reusable, and highly modular, compatible with a wide array of surgical scenarios.
The capability statement shall be limited to no more than five pages and must clearly state the following: Capability in industry to manufacture or provide the required uninterruptible power supplies. Offerors who cannot provide historical information for their company regarding the requirements outlined above or similar scope and scale should provide corresponding information to show how the company would meet OVAMC requirements. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements to provide all the requirements to provide the Liver retractor.
In addition, provide and answer the following:
(1) Company name, address, point(s) of contact, title, telephone number, fax number, email address, cage code, and SAM UEI number.
(2) Company’s business size, to include number of employees;
(3) Company’s socioeconomic status
(4) If SDVOSB/VOSB is planning to provide a response they need to demonstrate the ability to provide a product manufactured by a small business to be considered capable.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposal (RFQ); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.
To be eligible for award, prospective must be registered in the System for Award Management (SAM) Interest site, www.sam.gov.
Responses to this notice should be emailed, no later than 1300 hours (1:00 PM), Eastern Time on Friday, January 30, 2026.
Telephone and facsimile responses will not be considered.
Please email: Benjamin Amato at benjamin.amato@va.gov and Carl Myers at carl.myers3@va.gov. When responding via email ensure the subject line is titled with “RFI# 36C24826Q0267 – Liver Retractor”.
No other information is available at this time and questions will not be entertained. We thank you for your interest and time to prepare and submit a response.
