About this file
This document is a Justification for Single Source Awards from the Department of Veterans Affairs for the Bay Pines VA Healthcare System. The procurement seeks to acquire Sun Nuclear physics equipment for Radiation Oncology Services, including advanced radiation therapy Quality Assurance (QA) systems and motion management phantoms. The total estimated procurement includes 16 specific line items such as ArcCHECK 4D Isotropic Arc Delivery QA, IC PROFILER Beam Scanning System, Dynamic Thorax Phantom, and various phantom inserts, with a total estimated cost of $220,985.00 (Sun Nuclear's portion at $166,690.00 and CIRS items at $54,295.00).
The justification emphasizes Sun Nuclear as the sole source due to unique integration capabilities with SunCHECK software, standardized VA facility workflows, and the ability to supply all required items under one purchase order. Market research and the Independent Government Cost Estimate support this approach, noting that Sun Nuclear represents over 75% of the total requirement cost. The procurement cannot be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) due to nonmanufacturer rule constraints, with the effective date of the document set as 12/30/2025 and the Acquisition ID as 36C248-26-AP-1747.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C248-26-AP-1747
Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office East, Network Contracting Office 08 (NCO 08) on behalf of Bay Pines VA Healthcare System located at 10,000 Bay Pines Blvd. Bay Pines, FL 33744.
1. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Bay Pines VAHCS seeks to acquire Sun Nuclear physics equipment to replace aging and end-of-life technology currently used in Radiation Oncology Services. This acquisition is critical to maintaining compliance with clinical standards and ensuring the highest level of patient safety. The Department of Veterans Affairs requires advanced radiation therapy Quality Assurance (QA) systems and motion management phantoms to support accurate, safe, and effective delivery of complex treatment modalities, including IMRT, VMAT, SBRT, and stereotactic radiosurgery. These devices are essential for verifying linear accelerator performance, validating patient-specific treatment plans, and supporting imaging workflows such as MRI-guided therapy. The following line items represent key components necessary for comprehensive QA within VA oncology departments.

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The required items must be procured from Sun Nuclear due to unique characteristics that limit availability to only one source. Sun Nuclear is the Original Equipment Manufacturer (OEM) for the majority of the required QA devices. These devices are specifically designed to integrate seamlessly with SunCHECK software, which provides centralized QA data management, trending, and compliance reporting. No other vendor offers this level of integration with SunCHECK, which is essential for maintaining existing workflows and compliance standards.
VA facilities have standardized their QA workflow around Sun Nuclear systems.
Introducing devices from multiple vendors would require additional software licenses, training, and validation efforts, resulting in increased cost, complexity, and operational risk. Maintaining standardization ensures consistency across facilities and reduces the likelihood of errors in quality assurance processes.
Sun Nuclear has also confirmed they can supply the CIRS Dynamic Thorax Phantom and inserts under the same purchase order, ensuring a single point of contact for delivery, warranty, and training. This single-source accountability reduces administrative burden and ensures streamlined support for all components of the procurement.
Market research and the Independent Government Cost Estimate (IGCE) further support this approach. The IGCE indicates Sun Nuclear’s portion of the requirement totals $166,690.00, while CIRS items total $54,295.00. Sun Nuclear represents over 75% of the total requirement cost, making them the dominant vendor for this procurement. Procuring from multiple vendors would result in duplication of costs, increased administrative burden, and potential interoperability issues.
Although other vendors such as IBA Dosimetry, PTW Freiburg, Standard Imaging, and Modus QA offer similar QA devices, none can provide all required items under one purchase order with integrated software and support. This limitation makes Sun Nuclear the only source capable of meeting all requirements efficiently and effectively.
This procurement cannot be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) because there is no nonmanufacturer rule (NMR) class waiver for NAICS code 339112, Surgical and Medical Instrument Manufacturing, listed in the SBA’s NMR Class Waiver Database. Under 13 CFR 121.406(b), an SDVOSB acting as a nonmanufacturer must meet the four-prong test, which includes supplying the product of a small business manufacturer. In this case, Sun Nuclear is a large business, and therefore an SDVOSB cannot meet the fourth prong of the test. As a result, no SDVOSB or
