About this file

This is an amendment to a combined synopsis/solicitation (Amendment 0001) issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) located in Bay Pines, Florida. The amendment extends the closing date for a Request for Quotation (RFQ) for water storage tank cleaning services from March 20, 2026 to March 25, 2026 at 12:30 PM Eastern Time and incorporates three new attachments into the solicitation package: Answers to RFQ Questions, Section A-A Elevation Specification, and Dome Ring Detail Specification. All quotations must be received by the new deadline and submitted in accordance with original solicitation instructions.

The solicitation, numbered 36C24826Q0172 (Product Service Code H345, NAICS 238220), is set-aside for service-disabled veteran-owned small businesses and requires comprehensive cleaning and sanitization of two water storage tanks at the Bay Pines VA Healthcare System, including all wall surfaces, ceilings, and floors. Key clarifications from the Q&A attachment address scope requirements (entire tank surfaces must be cleaned), water source availability (spigot at pump house with hydrant backup 250 feet away), tank drainage timing (48-hour emptying for the second tank), equipment staging permissions (allowed onsite), and contractor-provided portable toilet requirements. The VA will not approve alternative cleaning methods using commercial divers without dewatering per AWWA-M42 standards, and no additional site visits will be conducted. The contracting officer is Karina A. Miranda (Karina.miranda@va.gov, 561-517-1533).
