About this file

This document is Amendment 0001 to Solicitation 36C24826Q0103 issued by the Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), Orlando VA Healthcare System for a Bid-Build project addressing Lake Baldwin Site Deficiencies (Project Number 675-22-106). The amendment was issued on January 13, 2026, with an effective date of January 29, 2026, and extends the quote submission deadline to February 9, 2026, at 1:00 PM EST to elizabeth.romero@va.gov. The amendment incorporates FAR Clauses 52.223-2 and 52.223-23 (both May 2024 with February 2025 deviations) and provides responses to 78 Request for Information (RFI) questions submitted by potential offerors.

The scope encompasses multiple work items including repaving Parking Lot K and other failing road sections, installing new covered walkways between buildings, constructing a maintenance and storage covered area at Building 3136 with mini-split HVAC and roll-up doors, installing overhang electrical recharge outlets and a 200-amp electrical panel, replacing irrigation system connections to reclaimed water with two circulation pumps, relocating the marquee sign, replacing eight parking lot identification signs, repairing or replacing gate systems at three locations, and various other site improvements. Key RFI responses clarify that contractors must provide irrigation pump sizing calculations, the superintendent and project manager may dual-hat as QCM/SSHO and QAQC respectively (but not triple-hat), American Act Buy rules apply 100 percent, weekend and after-hours work is permitted, and site staging areas will be coordinated during pre-mobilization. The contracting officer is Elizabeth Romero, and all offerors must acknowledge receipt of this amendment prior to the submission deadline.

74. Referencing the scope of work item #7 Replacement of Irrigation Connection: Disconnect campus irrigation system from the existing well and perform all necessary work, including providing materials and sensors, to reconnect it to the reclaimed water feed located at the southwest corner of the campus, next to the water meter.

This is one of the new scope items not already on the plans or specifications. The original scope items are reflected on drawing AS-100 items A through I.

• During the site visit it was discussed to make these tie-ins plus add (2) pumps (not stated in the scope of work) into the system to help with desired reclaimed water pressure.

o Please provide drawings for the existing lawn sprinkler system (site plan showing pipe size and routing, existing well plan showing installation information, plan showing new pump(s) locations, new pump sizing (horsepower, voltage, rpm, etc.).

o Is the well to be removed and filled/capped. We need to know what is expected to be the desired end result.

o Provide a drawing and information for electrical sources for the new pump(s). Which panel number, bldg. location, available space, etc.

o It was stated that the reclaim water line is 6” and the lawn sprinkler main is 4”. Please confirm.

VA

Response

Contractor is responsible for completing the necessary calculations for the pumps to size properly to maintain a pressure of 80 psi. Location is TBD. Water line is 6” and the lawn sprinkler main is 4”. Confirm.

75. Referencing the scope of work item #11 Add Overhang Electrical Recharge 120V Outlet System: Install an overhang electrical with a 120V outlet system along the center line of the heavy equipment covering storage area behind Building 3136. Additionally, install a dedicated 200-amp panel to support the new electrical connections.

This is one of the new scope items not already on the plans or specifications. The original scope items are reflected on drawing AS-100 items A thru I.

• During the site visit, it was explained that the need is for (2) power receptacle drops from above to an access height of 6’ above floor. The VA asked that they either be a junction box with outlets or a retractable cord unit.

o Which are we to price?

o If they are to be a junction box, how many outlets are there in each box? Please confirm the number of junction box drops.

o Do you require twist lock to ensure upside down connection?

o If they are to be retractable units, please provide a specification/model number and confirm the number of units.

• With regard to the dedicated 200amp panel please answer the following o Does the existing 60amp service panel/disconnect remain?

o What is the voltage for the new 200amp panel (120/208V)?

o Please provide a drawing and details of where to connect the new 200amp panel from as the existing 60amp service conduit and wire is not large enough to feed the new panel.

o How many spaces and circuits does the panel need to have?

o Should the panel only have the (2) 20amp circuit breakers for the new power drops? If more is required, please provide that information.

Response

Four (4) hanging outlets, 120V, 60-amp panel will remain, @00 amp panel new.

76. Referencing the scope of work item #12 Replace Existing Parking Lot Identification Signs: Install new parking lot identification signs to replace the existing ones.

This is one of the new scope items not already on the plans or specifications. The original scope items are reflected on drawing AS-100 items A through I.

• During the site visit it was stated that the sign locations were not shown in drawings but that the VA would provide this information.

o How many?

o Locations?

o Does the support, stand or posts need to be replaced?

o Can a picture of each be provided for lettering information and other pertinent information?

o Can a dimension and material of each sign be provided so a sign company can price?

o Are they to be replaced with same (like in kind)? If not, please provide a specification.

VA

Response

Ther will be 8 signs, locations to be provided at a later date to selected contractor, replacing existing signs, support, stand or posts need to remain, yes, follow industry standard for parking lot identification.

77. Referencing the scope of work item #13 Repair and Replacement of Lake Baldwin’s Gate Systems: Repair or, if necessary, replace the gates at the following locations: Mercy Street (two (2) swing gates), Raymond Street (two (2) swing gates), and Ridley Avenue (one (1) slide gate). Currently, none of these gate systems are functional.

This is one of the new scope items not already on the plans or specifications. The original scope items are reflected on drawing AS-100 items A through I.

• During the site visit, it was discussed what needed to be done with each gate (repair or replace).

o Please provide the description for each gate (repair or replace) that was discussed during the site visit. If repair, explain the extent, i.e. Gate replacement, motor replacement, controller replacement, etc.

o Please provide a make/model number for each gate motor/controller unit.

o Please provide specifications for each gate to be replaced, tube size, spacing of gate rungs, etc. An existing shop drawing would be of great use to price accurately.

• This scope item requires the repair or replacement of the gate at Ridley Avenue. On drawing AS-100, item G of the scope of work shown on the drawing reflects installing new pipe bollards to block the use of that gate.

o Are we to repair/replace the gate or install the bollards. I do not believe you want both.

VA

Already provided, please see RFI question #18.

78. Summary:

Scope items #7, 11, 12, & 13 are not included in the design plans and specifications provided.

To attempt pricing with limited information is not fair to either the VA or the contractor, especially with the short time given to acquire further information and put a price together. I can only for-see problems, disagreements and ultimately contract modifications in both time and money.

As this is a Bid Build contract and not a design build contract, it is on the VA to provide the details necessary to price accurately.

We offer the following recommendations/options to consider:

1. Remove these non-engineered scope items from the scope of work (Items 7, 11, 12 & 13).

2. Create (2) CLIN items in the bid form. The first CLIN would be for competitive pricing of the plans and specifications, less line items 7, 11, 12 & 13. The second CLIN would be an allowance amount that you provide for all the contractors to include for line item 7, 11, 12 & 13 ($400K as an example). This CLIN amount would be utilized for the contractor to design and negotiate a scope/installation amount with the VA for those line items while the other scope is being performed. This way the VA would receive a fully engineered/stamped set of drawings for these items and already have it contracted/funded to perform. At the end of the contract, the adds or deducts from the allowance would be a final modification.
