QUESTIONS & ANSWERS
1.
Please clarify whether the Booms are VA-furnished or contractor-furnished.
VA Response
Booms are contractor-furnished. The contractor will be responsible for supplying the booms and installing them. Steris is the preferred manufacturer.
2.
If Booms are not VA furnished, please provide the boom manufacturer name, make, and model number.
VA Response
See RFI response # 1.
3.
Please specify which systems are required to be commissioned under the 3rd party commissioning agent, if any
VA Response
The new endoscopy booms and installations are required to be commissioned in addition to the other required systems as specified by the VA Technical Information Library (TIL). It must be ensured that the endoscopy room work is in compliance with the VA’s standards.
4.
Please clarify whether the design is required to have a 3rd party independent review (CITP).
VA Response
The Contractor’s design-build team must follow the QA/QC requirements in the solicitation. Refer to section X of the SOW in the solicitation.
5.
Can the Superintendent, QC, and SSHO be covered by the same person?
VA Response
For general construction, this should be acceptable. However, note that for special inspections (under specific trades including those for the booms) or tasks requiring specialized safety knowledge, the tasks of QC (including QA) and the SSHO will need to be covered by separate individuals.
6.
Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO.
VA Response
Yes, the superintendent may be dual hats. However, if there’s a specific task that requires work such as excavation, crane lifting, or requires specialized safety knowledge then a dedicated SSHO must be provided by the Contractor to ensure safety at all times. Also note that the site superintendent’s duties as SSHO (if appointed to that role) cannot be delegated to another site superintendent if the site superintendent must be offsite. The other individual temporarily serving as site superintendent would need to have the same level of training, experience, and the OHSA 30 certification as the primary site superintendent.
7.
If no to the question above, will the SSHO need to be full-time for this project?
VA Response
Refer to RFI response #6.
8.
Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC.
VA Response
Refer to RFI response #5.
9.
If no to the question above, will the QA/QC need to be full-time for this project?
VA Response
Refer to RFI response #5.
10.
Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?
VA Response
Refer to RFI response #5.
11.
Past Performance: If we have a PPQ that is less than 12 months old, can we use it within our proposal? Or will a new PPQ need to be requested?
VA Response
Yes. PPQ within 12 months of the solicitation issuance date will be acceptable.
12.
Is the use of temporary plastic wall panels (such as STARC panels) acceptable?
VA Response
Hard barriers appropriate for healthcare settings will need to be used. Ensure that there are access doors that are lockable.
13.
Who is responsible for the terminal cleaning of the project area?
VA Response
Refer to the SOW in the solicitation.
14.
Who is responsible for contracting the commissioning agent?
VA Response
The Contractor is responsible. Refer to the SOW in the solicitation.
15.
The SOW indicates that the contractor is to “Renovate walls, flooring ceiling grid, lighting, and any other needed items to bring the room up to code and standards.” If the existing walls, grid, and lighting are deemed to be up to current standards is the expectation that these items will be left in place? Or is it the VA’s intention to replace all of these elements as part of this contract?
VA Response
Refer to the SOW in the solicitation.
16.
Please clarify if the VA intends to replace all the flooring in each endoscopy room. Patching the flooring may not match due to the age and wear of the existing floor.
VA Response
Refer to the SOW in the solicitation.
17.
Please confirm that all cabinetry is to be replaced as part of this project.
VA Response
Remove all cabinets from the room, service will be replaced with rolling cabinets.
18.
Is it the intent of the VA for all existing room finishes (cabinetry, flooring, drywall, acoustical ceiling) to be replaced during this project?
VA Response
Refer to the SOW in the solicitation. For cabinetry, refer to RFI response #17.
19.
Will the contractor be required to replace the doors leading into the endoscopy rooms as part of this project?
VA Response
Refer to the SOW in the solicitation.
20.
What is the minimum number of endoscopy rooms that will be taken down at one time?
VA Response
Refer to the SOW in the solicitation.
21.
How many days between phases does the VA require?
VA Response
It is the Contractor’s responsibility to properly phase the project and complete the project within the allotted timeframe. Refer to the solicitation.
22.
Please confirm there is no scope of work outside of the (6) endoscopy rooms aside from the MedGas connections.
VA Response
The scope of work is primarily taking place inside each endoscopy room. However, this does not mean that there might not be related work taking placing outside of the rooms to complete the work inside each endoscopy room. It will be the contractor’s responsibility to confirm this.
23.
Is the MedGas system currently up to date on its certification?
VA Response
Refer to the SOW in the solicitation.
24.
Has the VA evaluated whether the existing above-ceiling brackets/ supports are compatible with the new Steris units, or should the contractor assume, they shall be replaced?
VA Response
No. The VA has not evaluated the existing above-ceiling brackets. Refer to SOW in solicitation.
25.
Does the contractor need to meet the receptacle count requirements of a surgical suite?
VA Response
Refer to the SOW in the solicitation.
