About this file
This document is a Questions and Answers (Q&A) file for a Legionella Water Testing contract for the Orlando VA Healthcare System. The Q&A addresses key technical details including sampling requirements, testing protocols, and sample quantities across multiple Contract Line Items (CLINs). Significant points include: confirmation that the government will provide sampling lists for CLINs 0001-0007 and 0009, the number of samples per quarter varies by CLIN (e.g., 20 samples for CLIN 0011, 280 samples on an as-needed basis for CLIN 0012), and specific testing guidance for water and ice machine samples. The document references Appendix C of Directive 1061(4) for detailed sampling protocols, and confirms that non-pneumophila Legionella does not require remediation or retesting. The contract involves approximately 1,400 total samples across multiple sites, with the government providing on-site support during scheduled testing visits.

QUESTIONS AND ANSWERS
Q1: Given the large quantity of potential supplemental testing in the last CLIN, can the government provide historical numbers of Legionella positivity for test location?
A1: This number varies from each testing event and each location. Additionally, this is dependent on other variables such as the deliverable water from the municipal source.
Q2: If a routine sample tests positive for NON-pneumophila Legionella, and the retest is also again positive for NON-pneumophila Legionella, will the water safety committee require the same source continue to be tested until no Legionella is detected?
A2: Non-pneumophila Legionella does not need to be remediated or retested.
Q3: For CLINs 0001-0007, 0009, will the government provide sampling lists for the contractor for the locations to be sampled each quarter?
A3: Yes
Q4: For CLINs 0008 and 0010, will the government or the contractor be responsible for determining the random sampling locations?
A4: The government has identified the number of samples that will be required at each location.
Room location will be determined day of sampling.
Q5: PWS.3.c. Will the government accept a detection limit of 0.2 CFU/mL?
A5: No.
Q6: PWS.3 Can the government confirm that “all recovered Legionella isolates” refers to both Legionella pneumophila and NON-pneumophila Legionella?
A6: Yes
Q7: PWS.8.a. Will any of the cold-water samples be from ice machines? If so, can the government indicate if actual ice is to be collected, just the water that makes the ice, or a combination of ice and the water used to make the ice?
A7: Refer to Appendix C of Directive 1061(4) attached.
Q8: PWS.8.a. If ice machines will be tested, can the government indicate the number of machines that will be tested each quarter?
A8: Refer to Appendix C of Directive 1061(4) attached.
Q9: To ensure our response aligns with the requirements of the Orlando VA’s Water Management Program (WMP) and the Performance Work Statement (PWS), I respectfully request clarification on the following points:
A. Water Sample Collection Requirements for Legionella Testing Could you please confirm the following details regarding the collection of water samples for Legionella testing as outlined in the solicitation:
1. Sample Volume for Quarterly Collections: Is a 250 ml water sample/vessel per point of use acceptable for the original quarterly sample collection, or is a 1-liter sample required?
2. Sample Volume for Retesting After Positive Results: For subsequent sampling following a positive Legionella result, is a 250 ml or a 1-liter sample vessel required?
3. Flush Protocol: Should samples be collected on the first flush, second flush, or is another protocol preferred?
A9: Refer to Appendix C of Directive 1061(4) attached.
4. Additional Data Requirements: Are any of the following measurements required per point of use during sample collection for Legionella testing?
A9: Refer to Appendix C of Directive 1061(4) attached.
a. pH
b. Temperature
c. Chlorine residual
B. On-Site Support During Scheduled Visits:
Will the Orlando VA provide a designated staff member(s) to accompany the contractor during scheduled site testing visits, particularly for the first quarter, to facilitate access and coordination, or is the contractor expected to perform these visits independently?
Yes
With approximately 1,400 samples to manage across multiple sites, we’re aiming to develop a phased approach to help our field technicians manage the workload efficiently and ensure timely execution.
To help us move forward, could you kindly provide the following details:
• Each location’s assigned testing months or quarters
• The number of samples required per location/quarter
• A little bit more about the supplemental testing and how often that would be?
Q10: 1. CLINs: 005-007 Is this one sample per quarter?
A10: Yes, per location.
Q11: CLIN 0011- Is this 20 samples per quarter?
A11: Yes. Also, please refer to attached excel spreadsheet containing revised testing quantities and frequencies.
Q12: CLIN 0012- Is this an additional 500 samples per quarter?
A12: This has been revised to 280 on in as needed basis.
