STATEMENT OF WORK (SOW)
1. Overview: The VA Caribbean Healthcare System (VACHS) is seeking a Contractor to restore the paint on their emergency deployable asset power generators and light towers.
2. Scope of Work: Contractor shall perform rust restoration, pressure washing, epoxy putty, priming, and painting of the VACHS emergency deployable asset power generators and light towers, to restore their original appearance.
2.1 Surface Assessment and Preparation:
2.1.1 Inspection: Each emergency deployable asset power generator and light tower shall be assessed individually to determine the extent of rust and surface damage, with particular attention to those exposed directly to ultraviolet (UV) rays.
2.1.2 Surface Cleaning: Contractor shall perform power washing to remove dirt, loose paint, and contaminants.
2.1.3 Rust Treatment: Contractor shall then perform an application of a chemical rust converter to all rusted areas, which will turn rust into a stable, black primed surface.
2.1.4 Surface Sanding: Light sanding of the treated areas shall be performed to smooth the surfaces for primer application. The more oxidized, eaten metal areas shall be treated with an epoxy putty, so that they become paintable.
2.1.5 Panel Disassembly: In many cases, the Contractor shall have to disable the panels of the units in order to be able to access and treat rust damage on the inside surfaces.
2.1.6 Labels and Stickers: Where possible all Labels and Stickers will be reproduced by a printing company and will be replaced with new ones.
2.2 Rust Conversion and Priming:
2.2.1 Rust Converter Application: The Contractor shall apply the rust converter to all rusted areas he identified, to include any internal surface exposed after panel disassembly. The Contractor shall ensure complete application for effective conversion.
2.2.2 Primer Application: Once the rust converter has set, the Contractor shall apply primer across all surfaces, to include any disassembled panel. This primer will provide a strong base for the topcoat.
2.3 Paint:
2.3.1 Paint Type: Contractor shall use industrial enamel for the topcoat.
2.3.2 Application Process: Contractor shall spray the application of the enamel in multiple thin coats to ensure even coverage. Contractor shall also allow sufficient drying time between coats as per product specifications.
2.3.3 Overspray Control: Contractor shall set up a tarp enclosure to contain overspray and protect the units from the elements during the painting process.
2.4 Bolt and Screw Replacement:
2.4.1 Rusted Hardware Removal: Contractor shall remove all rusted bolts and screws during the panel disassembly.
2.4.2 Replacement: Contractor shall install new galvanized screws and bolts to ensure durability and resistance to future rust.
2.5 Staging Area:
2.5.1 Unit Movement: Contractor shall coordinate the movement of each unit in and out of the staging area for treatment and painting.
2.5.2 Tarp Setup: Contractor shall erect and secure a large tarp over the staging area to provide shelter from the weather and control overspray. Contractor shall also ensure the tarp is adequately vented to allow for airflow during painting.
2.6 Quality Control and Finishing:
2.6.1 Inspection: After the final coat of paint has dried, the Contractor shall inspect all units for consistent coverage and finish.
2.6.2 Touch-Up: Contractor shall address any areas requiring additional attention or touch-up.
2.7 Labels and Stickers: All emergency deployable asset power generators and light towers labels and stickers shall be reproduced and be replaced.

4. Locations:

5. Period of Performance: Services shall be rendered within thirty (30) days of contract award.
6. Safety Requirements: The Contractor shall take all safety precautions and safety measurement necessary to protect the lives and health of occupants of the building and user of the equipment, including the use of proper personal protection equipment (PPE) for his employees, as needed.
7. Building Office Hours:
4.1 Standard Hours of Operation: Regular office working hours are Monday through Friday from 7:30 AM to 4:30 PM. Some work requirements might be performed after normal business hours and on Federal Holidays. Coordination shall be arranged by the Contractor prior to the performance of services, through the Facility Management Service (FMS) point of contact.
4.2 Federal Holidays: In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public
Law 94-97 the following national holidays are observed and for the purpose of this contract is defined as “Legal Federal, official holidays” as follows:

8. Non-Personal Services: The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the
CO immediately.
9. Influenza Vaccination:
9.1. All contract employees shall comply with VHA Directive 1192.01, Seasonal Influenza Vaccination Program for VHA Healthcare Personnel. This policy applies to all individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other Health Care Personnel (HCP) as part of their duties.
9.2. Masking requirements for unvaccinated HCP: HCP who do not receive influenza vaccination due to medical or religious exemptions must designate this at the VA Employee
Health Unit on the HCP Influenza VA Form 10-9050 and wear a face mask while in any VHA location, including both clinical and non-clinical areas. In addition, HCP are required to wear a face mask during performance of their assigned duties and responsibilities. The face mask shall be worn throughout the influenza season, or until the individual HCP receives a flu vaccination and completes the required VA Form 10-9050.
