Questions and Answers
Question 1: Will the Government please confirm that the VA is purchasing these water systems (even if the PWS requires that the contractor shall act as if the equipment is entirely their own for the purposes of maintenance and sustainment of the systems' functionality)?
Answer 1: Government does not intend to purchase the equipment.
Question 2: Will the Government please confirm that the delivery and installation of the specified systems for each identified VA medical center are deliverables under the PWS?
Answer 2: Delivery of the equipment and installation of the systems would be considered a deliverable.
Question 3: Will the Government please revise the CLIN descriptions to clarify that the delivery and installation of the specified equipment is required once, upon award (e.g., CLINs 0001 through 0005) along with testing to the identified specifications and recurring and on-call maintenance services for the entirety of the Base Period?
Answer 3: The vendor may quote the requirement as they see fit. If the vendor chooses to establish a CLIN structure in their quote for a one-time cost of equipment and installation they may do so. If the vendor chooses to quote a CLIN structure where they split the cost of the equipment and installation into the monthly service, they may do that as well.
Question 4: Will the Government further revise the CLIN Item Descriptions for all Option Periods to specify that the CLINS 1001 through 5005 require water quality testing/monitoring services and maintenance services (including tools, supplies, and spare parts) for the specified equipment, but not additional quantities of entire water purification systems?
Answer 4: The vendor may quote a CLIN structure as they see fit to ensure their services are listed and invoiced in accordance with their standard business practice. The current CLIN structure is generic and includes all testing required under the PWS. The vendor may submit their own structure with their quote.
Question 5: Will the Government please clarify whether technical proposal documents may contain the price/cost information, or if the price information must be submitted in a separate file?
Answer 5: The vendors quote may be submitted with technical and price information together or separate depending on their standard business practice.
