About this file

This document is a Justification and Approval (J&A) for a Veteran-Owned Small Business (VOSB) Sole Source contract for home oxygen services. The Department of Veterans Affairs (VA) Network Contracting Office 8 is awarding a 6-month bridge contract to Commonwealth Home Health Care, Inc. for home oxygen delivery to veterans across 32 Florida and 19 Georgia counties. The total contract value is $3,089,731.20, covering the period from 10/01/2025 to 09/30/2026, with options for an additional 6 months.

The contract requires the contractor to provide, install, and maintain medical oxygen equipment including liquid and gas oxygen systems, high-pressure cylinders, air compressors, portable oxygen concentrators, and emergency backup systems for an estimated 1,800 veteran beneficiaries. The sole source award is justified by the incumbent's established relationship with patients, existing equipment compatibility, and potential disruption risks of changing providers. The VA plans to pursue a competitive Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement in the next six months.
