II. GENERAL OVERVIEW:
The Department of Veterans Affairs, Network Contracting Office 8 (NCO-8), is seeking and intends to award a fixed-price contract for Design-Build (D/B) construction services for the project titled: “Installation of New Chillers at Buildings 7 & 10” at the Miami VA Medical Center, 1201 NW 16th Street, Miami, FL 33125.
To address this project, independent air-cooled chillers shall be installed in Buildings 7 and 10 to provide dedicated cooling for those buildings. This will involve a comprehensive assessment of the existing heating, ventilation, and air conditioning (HVAC) systems in Buildings 7 and 10, as well as the design and specifications for suitable new air-cooled chillers with redundant (N+1) capability and associated equipment. The existing Chill Water System Plan will serve as a backup using isolation valves. The addition of localized chiller capacity to Buildings 7 and 10 will enhance the overall resilience and redundancy of the campus's chilled water system.
Project Overview:
a. The scope includes a 180 calendar-day design phase to design and specify the new chiller and support systems, followed by a 185 calendar-day construction phase to install the new equipment. A total of 365 calendar days from the notice to proceed (NTP).
b. Upon completion, Buildings 7 and 10 shall have independent chilled water systems for space cooling, while still retaining connections to the central plant as a backup, providing redundancy and improving the hospital's resilience during high cooling demand periods.
General Requirements:
a. The design team shall conduct six (6) site visits and surveys for Buildings 7 and 10 to assess the current HVAC infrastructure, balance the HVAC system, and chiller water flow analysis. The engineer shall perform a full evaluation of the existing HVAC systems in Buildings 7 and 10 to determine the additional cooling capacity required during peak summer conditions. This shall include an assessment of existing chilled water infrastructure and capacities.
b. New air-cooled chillers shall be designed and specified to meet the additional cooling load for each building separately. They should also be monitored and controlled through the Building Management System (BMS) at graphics control. Chillers can be used as necessary to meet the load, but they should not exceed 250 tons according to the latest VA HVAC design manual. The existing Chill Water System will continue to serve as a backup using isolation valves. Energy efficiency shall be prioritized in the selection of chillers, and other equipment.
c. Buildings 7 and 10 Chillers shall be located on the roof taking into consideration space, structural loading, vibration isolation, and outdoor equipment enclosure requirements. The Chillers’ location shall be strategically planned and must be approved by VA before proceeding to the construction phase. Installation work shall be coordinated with the VA facilities team to minimize disruption to hospital operations.
d. As-built drawings and operations/maintenance manuals shall be provided upon project completion. All design and equipment selection shall comply with the latest applicable VA technical information library (TIL) specifications.
Design Phase:
a. Conduct site visits and surveys of Buildings 7 and 10 to assess the current HVAC systems, equipment, and infrastructure. Review the existing architectural and MEP drawings. Perform capacity load calculations for each building to determine the appropriate air-chiller tonnage needed to meet peak summer cooling demands with the existing Chill Water System as a backup using isolation valves.
b. Research and recommend energy-efficient air-cooled chillers appropriately sized for each building's load. Provide chiller specifications. Evaluate feasible locations on the rooftops of Building 7 and Building 10 for the new chiller. Consider structural requirements, clearances, access, and aesthetics. Design routing and connections from new chiller to existing mechanical rooms and air handling systems. Update HVAC plans and diagrams. Building 7 Air-Cooled Chillers shall be connected to the Community Living Center (CLC) substation (provide size circuit breaker). Building 10 Air-Cooled Chiller shall be connected to an electric room located on the second floor in Building 10.
c. Provide detailed equipment specifications and drawings. Select suitable chillers and equipment complying with VA TIL specifications. Design chiller layout and integration with existing systems.
Design Building Maintenance Unit (BMU) System. Provide sequence of operations and controls strategy. Submit final 100% HVAC construction documents, equipment schedules, and technical specifications for client approval before bidding.
Construction Phase:
a. All equipment and materials shall be procured per design specifications before the start of any demo or construction work. Install roof support structure/pads for chillers and enclosures.
Provide and install electrical service and connections for chillers. Provide and install controls and integrate with the existing building automation system. Test, commission, and start up chillers and integrate them with existing systems.
b. Install a total of six (6) new air-cooled chillers: One (1) 250 TONS, one (1) 150 TONS and one (1)
250 TONS backup chiller on Building 7, and two (2) 150 TONS with one (1) 150 TONS backup chiller on building 10. Demolish existing piping and connections as required. Install piping, isolation valves, and pumps to connect the chillers to the existing chilled water system. Pumps and chillers shall be monitored and controlled at the graphic control via the BMS system.
Install new chillers, pumps, valves, piping, and associated equipment to integrate the new air-cooled chiller into HVAC systems. All pumps shall have redundancy and bypass capability.
c. Update building automation system and controls for new equipment. Commissioning of the systems, start up, test, and verify the proper operation of the new air-cooled chiller. Confirm the ability to operate buildings independently.
d. Execute work in coordination with the hospital facilities team to minimize disruption to building operations. Maintain regular progress reports and communication. Provide as-built drawings upon completion. Provide training for facilities staff on new air-cooled chiller operations and maintenance. Oversee punch list and final inspections before turnover.
Project Deliverables:
a. Design Phase Deliverables:
1. Site survey report.
2. Design concepts and renderings.
3. Architectural and engineering drawings, including specifications.
4. Documentation of permits and approvals.
b. Construction Phase Deliverables:
