STATEMENT OF NEED
James A Haley VA Hospital Department of Veteran’s Affairs (VA)
CLIA-Waived Testing for COVID-19, Flu A & B, RSV and Strep A at CBOC’s
1. GENERAL:
The James A. Haley Veterans’ Hospital (JAHVH), Pathology and Laboratory Medicine Service (PLMS), CBOC clinics has a requirement for CLIA-waived Bench-top molecular analyzers for rapid detection of Influenza A & B, Strep A, RSV and Covid-19 to be utilized by staff at the patient visit.
2. Background:
The James A. Haley Veterans’ Hospital (JAHVAH), 13000 Bruce B. Downs Blvd, Tampa, Florida 33612 serves the communities throughout the Tampa Bay area with 7 Community Based Outpatient Clinics (CBOCs). Currently, patients visiting CBOC locations with Flu-like symptoms are either sampled at the clinic and specimens are sent to the main hospital at the end of the day or the patient themself is sent over to the main hospitals’ ER to be sampled and treated. This causes a delay in patient care and treatment. Current options for rapid diagnosis are only available at the main hospital and performed by Licensed Medical Technologists. Due to recent FDA approval, the ID Now analyzer is able to run CLIA-waived testing for all 4 analytes.
PLMS is requesting a Capital Equipment purchase for sixteen ID Now analyzers for utilization at the CBOC’s for the rapid detection of Influenza A and B, Strep A, RSV and Covid-19 to diagnose and treat veterans with flu-like symptoms for onsite diagnosis and treatment. Reagents, Quality Controls and Printer paper is available on the MSPV through MedLine.

a. The Contractor shall provide 16 ID Now instruments, brand name only, distributed by Abbott Rapid DX North America LLC.
b. The Contractor shall assist in the installation/implementation of the initial analyzers with on-site support with the JAHVAH PLMS Ancillary Testing Team.
c. The Contractor shall assist in the installation/implementation of the additional analyzers to the existing system via telephone support with the JAHVAH PLMS Ancillary Testing Team.
d. The Contractor shall have no direct or indirect connection or access to VA Networks, computer systems, PHI, or PII.

PLACE OF PERFORMANCE: Analyzers will be installed at James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL 33612, and its 7 CBOC’s, (as and where needed) by the JAHVA PLMS Ancillary Testing Team.
