About this file
This document is an Amendment to Solicitation 36C24824Q0692 for Radiation Oncology Physician Services at the San Juan VA Medical Center. The amendment addresses vendor questions related to the requirement for a primary and backup radiation oncologist, pricing, and scheduling. Key details include:
The solicitation requires 0.6 FTE (1252 hours) of radiation oncology physician services, with a primary and backup physician identified. The VA requires the backup physician to have completed background checks, credentialing, and PIV access, enabling either physician to provide the required services as needed. The VA will not pay separately for the backup physician. Contractors can propose coverage in 1-2 week periods per month to ensure continuity of care, though the specific schedule will be determined by the Contracting Officer's Representative. Responses to the solicitation must be submitted by March 15, 2024.

Vendor Questions:
Q.1 We noticed that you are looking for a primary oncologist and a backup. Yet, there is only one line item to input price. Does this mean that the VA will pay only one physician?
A.1 Please see sections 6.2 and 6.4 of the PWS on pages 36-37 of the RFQ. The total hours required are 1252 hours.
Q.2 What are the expectations of the VA regarding a backup physician being unpaid yet prepared to work when required?
A.2 The VA requires the named Key Personnel to have background checks, credentialing and privileging, and PIV access completed allowing either physician to provide the required services as needed. Please see pages 77-78 “Instructions to Quoters” for instructions regarding the price schedule.
Please also see section 2.18.2 of the PWS on page 18 of the RFQ which states:
“The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the Contractor’s personnel due to sick leave, personal leave, vacations, and additional coverage as required. In the event a scheduled physician is unable to complete an assigned shift, the contractor shall provide replacement physician coverage within 2 hours and notify the Contracting Office Representative (COR) immediately of the schedule change.”
Please also refer to section 2.18.3 of the PWS on page 18 of the RFQ which states:
“Back-up physician(s) must be submitted with the quotation and must have background checks, credentialing and privileging, and PIV access completed prior to performing services.”
Q.3 Is the backup physician specifically for on-call hours when primary oncologist is off-duty?
A.3 The contractor makes the determination how to fulfill the hours needed for the Radiation Oncology Physician services utilizing its identified Key Personnel, on-call or otherwise. Refer to the answer to question two (2) above.
Q.4 Is it possible to provide the 0.6 FTE total coverage in two (2) 1.2 weeks/month periods (one week and one-and-a-half days), or one (1) 2.4 weeks/month period (two weeks and three days)? Each schedule equates to approximately 104.3 hours/month, which totals to about 1252 hours. This arrangement is more logistically feasible, and it ensures better continuity with the San Juan VAMC staff and with patient care, as it allows for the completion of consultation, contouring, treatment-planning, and plan approval during each locum period. Moreover, it would also be more cost-effective for the government and the VAMC in the long run by eliminating the weekly travel (e.g., weekly airline flights and rental cars) and housing.
A.4 Please see section 3.2.3. of the PWS on page 20 of the RFQ which states “The days/periods will be determined on an as needed basis and the contractor will be notified by the Contracting Officer’s Representative (COR) at a minimum of 1 week in advance. The contract physician is required to be on-site during normal clinic hours only for the days/periods needed.”
Q.5 Is it a hard requirement to have a back-up Radiation Oncologist?
A.5 Please see sections 2.18.2 and 2.18.3 of the PWS on page 18 of the RFQ. Refer to the answer to question two (2) above.
Q.6 Can the Past Performance questionnaires from the prior RFQ offer be used again?
A.6 This RFQ replaced prior RFQ 36C24824Q0237. Documents submitted for the prior RFQ will not be reutilized. Please ensure to submit/resubmit all required documents per instruction to quoters on pages 77-78 of the RFQ.
