36C24824Q0324 – Generator Maintenance Amendment 0001 - Responses to Vendor Questions
1. Under section B.3 STATEMENT OF WORK it states “A manufacturer-trained service engineer shall…” My question is, does the bidding vendor need to be factory certified to work on Cat, Kohler, and/or Cummins generators, or does past performance for preventative maintenance on similar units suffice?
Experience working with emergency generators will suffice.
2. Additionally, does this solicitation include emergency/planned repairs or just preventative maintenance?
Just preventative maintenance.
3. Under Safety Regulations:
c.Are there any known pre-existing conditions to any gensets within the scope?
The Generators are all functional. The VA will perform any needed corrective maintenance. Corrective maintenance is not part of this contract. The display for the 1275 kw generator needs to be replaced, and it will be replaced by the VA.
4. Under qualifications/Certifications:
a.The contractor and all individuals working on the project site must have taken the OSHACertified 10-hour construction safety course. The prime contractor holds 10-hours OSHACertification. The sub-contractor company has an annual training program where alltechnicians must attend different OSHA trainings in a yearly basis such us OSHA BloodbornePathogens, OSHA Hazard Communication GHS, OSHA Fire Extinguisher Safety Basics, andmore. Do the technicians need to hold an OSHA 10-hours construction safety course?
No they do not. The courses listed above are fine.
b.In an emergency, a service technician must be on-site within 2 hours. Could you provideadditional details of the emergency call service, please? What is the emergency response costlimit? Does it involve just troubleshooting and then, contractor must submit a quote?
In an emergency we need a contractor to come on site and troubleshoot the generator. Then provide a quote. The VA will pay the service call on a purchase card.
5. 1.Under Data/Deliverable: Comprehensive Annual Service Inspection, page 7:
a.Task 2. – Engine Crankcase – check the oil level, perform oil analysis, and replace oil filters. –What are the parameters of the oil analysis?
Oil must be sent off for analysis.
b.Task 5. – Valve Lash – Check / Adjust if necessary. – What is the cost for services based onequipment run time such as valve lash? Manufacturer recommends valve lash adjustmentevery 500 hours, so this task should be performed as needed basis. Please confirm whetherthis task will be quoted separately due to the amount of hours required to perform theadjustment.
If valve lash had to be adjusted, then that would require a separate quote.
c.Task 6. – Fuel System – Change Fuel Filters, drain water and sediment from the fuel tank, addfuel treatment to the Day Tank. – Change Fuel Filters, drain water and sediment from the fueltank, add fuel treatment to the Day Tank. The fuel treatment to the day tank should be doneannually. Please confirm if the main fuel storage tank is included. The main fuel tanks are not on this contract. They are treated annually on a separate contract.
d.Task 7. – Air Cleaner Element – replace. The air filters normally are replaces as needed. Please confirm how often you want to replace them.
Replace as needed.
e.Task 11.- Batteries - check electrolyte levels, clean terminals, and connections. Manufacturerrecommends battery replacement every 3 years. Could you confirm the last batteryreplacement date for each unit, please?
The batteries have been replaced a couple of years ago. The VA will change the batteries when they need to be changed. All the contractor needs to do is recommend changing the batteries when they need to be changed.
f.Task 14.- Perform an annual load bank on Emergency Generators (>80% Rated Capacity, for 4hours). According the NFPA 110, the LBT recommendation (for the last hour) shall be not lessthan 75% of the KW rated capacity mentioned on the name plate. Could you confirm therequired % during the 4 hours test, please?
Load bank all the generators that are required to be load banked, at least 80 percent for four hours.
