Moneque Rodriguez Contracting Officer The purpose of this amendment is to issue a correction to FAR 52.212-2.
A.1 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated by performing a comparative evaluation to determine which response represents the “best” as a whole. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ. The government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the government.
1. Technical Factor (Overall) - The Government is looking for overall functionality of the equipment. Quotes shall be clear in that the proposed solution meets or exceeds the requirements of the Salient Characteristics. Quotes that demonstrate more features with added ease of use and convenience may be rated more favorably (e.g., sensor type and size, resolution, ISO range, autofocus capabilities, image stabilization, burst shooting speed, video recording features (including resolution and frame rates), available lenses and accessories, battery life, and overall build quality).
1. Price Factor - The quote should contain the vendor’s best terms from a price standpoint. The Government will evaluate quotes for award purposes by adding the total price for all contract line items for a total price.
1. SOCIOECONOMIC CONSIDERATIONS: In an effort to achieve socioeconomic small business goals, the Government will evaluate proposed participation in performance of the contract by Service-Disabled Veteran-Owned Small Businesses (“SDVOSB”) and Veteran-Owned Small Businesses (“VOSB”). The following clauses, which are included in the Addendum to FAR 52.212-4 and 52.212-5 in Section C in of this Solicitation, set forth what will be considered under this evaluation factor.
• VAAR 852.215-70, SDVOSB and VOSB Evaluation Factors (JAN 2023)
• VAAR 852.215-71, Evaluation Factor Commitments (OCT 2019) Following receipt of quotes, the Government will perform an evaluation using a comparative analysis of the services quoted. The Government will compare quotes to one another to select the product/service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quote will determine suitability.
Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
