RFQ 36C24824Q0119 Fuel Storage Treatment
Questions and Answers:
Q1. How did the VA come to specify Biofor JF and ILFC 32 as the two additives for the bid?
A1. This Request for Quote (RFQ) has requested Biobor JF and ILFC 1032 Fuel Inhibitor or equal. It was determined by the Engineering Service that these are the products that are best for the size and number of tanks identified in the SOW. Also, experience has shown that the use of Bio-Diesel and low Sulphur, the engines started to fail from the fungus clogging the injectors and moisture build up in the fuel.
Q2. We can also make like kind product but need further guidance on the evaluation process.
A2. As stated within the combined synopsis, when considering the evaluation approach, the Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. Refer to page 15 to review the complete evaluation approach.
