VENDOR QUESTIONS & ANSWERS (Q&As) Life Safety Assessment
(RFQ 36C24823Q1419)
The following questions were asked of the Government relating to the subject requirement which are hereby posted and responded to.
Q&As:
1) Question: Under section 4 of performance standard, the quality standard of compliance differs from the overall task list in section 1 of the offering. Please clarify the extent of assessment for fire/smoke doors, fire/smoke dampers, fire alarm initiating and notification equipment, elevator etc. Specifically, are these intended to be inspections to meet NFPA codes and standards for inspection, testing and maintenance requirements (e.g., NFPA 72, 80)?
Answer:
2) Question: Will complete dwg files be provided to the selected contractor to update LS drawings?
Answer:
3) Question: Is this a Fire and Life Safety TI/LOTD inspection you are solicitating for?
Answer: This does not appear to be the same type of assessment based on the report provided.
4) Question: It is possible for a site visit, or no?
Answer: We can accommodate a site visit
5) Question: This is a short turnaround for the work being required. The reason for the question is because there is no information based on the number of listed equipment in the Sol_. I.e. FACPs, electrical panels, detectors, duct detector, fire and smoke dampers, UL Listed 300 systems type I or type II, tamper switches, flow switches and so on. There is no information for manufacture specifications for the systems. For example, we cannot provide services on Simplex or Johnson Control Equipment. There is no information in this Sol_ regarding. So, we could not give a true assessment of ITMs and repair cost for these systems.
Answer: This contract is not for services on equipment it is for a survey of condition and compliance with Life Safety Codes in Healthcare and a report of deficiencies
6) Question: Is there any documentation you can provide from past TIs or annual documentation from inspections?
Answer: No
7) Question: You are requiring a Fire Protection Systems Engineer for all assessments? No NICET Level for FACPs or for sprinklers? No technicians/ inspectors for UL listed 300 systems, FACPS or UL equipment?
Answer: We are requiring all work to be overseen by a certified Fire Protection Engineer, we do allow fire protection technicians to assist with the assessment.
8) Question: Is there any possibility the response date can be changed to allow a site visit and review of any possible past inspections for this AO?
Answer: Yes
9) Question: The scope of work more closely aligns with NAICS 541330 – Engineering Services than with 541350 – Building Inspection. NAICS 541330 – Engineering Services also has a higher Small Business size limit. We recommend and request that the VA change the NAICS to 541330 – Engineering Services, which will allow more SDVOSB firms to compete, thereby providing higher quality and lower cost to the VA.
Answer: The NAICS Code will remain the same as 541330 – Engineering Services, we are looking to have the assessment lead by a Fire Protection Engineer who has 10+ years of experience with building design, construction, and inspection as it applies to Hospitals with respect to the life safety codes.
10) Question: On p. 6 of the Sol., “Requirements” includes the following verbiage: “All work for the duration of the contract shall be performed by certified trained Fire Protection Engineers.” Also on p. 6 of the Sol., “Training and Records Maintenance” includes the following verbiage: “All personnel servicing this contract must be professional certified Fire Protection Engineers.” This requirement is unnecessary and unusual. Over the past 15 years our team, consisting of Fire Protection Technicians supervised by a Fire Protection Engineer, have successfully performed the same scope at dozens and dozens of VAMCs. We have literally never seen a Solicitation for similar work that required ALL work to be performed by Fire Protection Engineers, and that ALL personnel must be Fire Protection Engineers. We are unaware of any firm, SDVOSB or otherwise, that would perform such work with only Fire Protection Engineers. We recommend and request that the VA remove these requirements.
Answer: All work for the duration of the contract shall be overseen by certified trained Fire Protection Engineer
11) Question: On p. 46 of the Sol., “Technical”, a., references “monthly Life Safety Assessment”. We believe that “monthly” is not intended. Please confirm.
Answer: Monthly is not intended, it shall be for the year.
12) Question: On p. 46 of the Sol., “Technical”, b., references “experience with generator operations and load banking”. We believe that “generator operations and load banking” is not intended. Please confirm.
Answer: It is not intended.
