Solicitation: 36C24823Q0059 Questions and Answers

10/18/2022

1. Is there an incumbent company for Solicitation No. 36C24823Q0059 or is this a new requirement?

Answer: The current liquid oxygen tanks are owned by Matherson Tri-Gas, Inc. At this time, there is no long-term contract in place for this requirement that is being supported by RAS.

2. Main solicitation – Page 4, re: FAR 52.211-6, “Brand Name or Equal.” Since this is a contract for medical-grade bulk oxygen, is the government specifying which manufacturer the SDVOB business must use? In looking through the contract, this does not seem to be the case. Is there another item the government is looking for in this solicitation (other than tank rental including telemetry)?

Answer: No, FAR 52.211-6 is not applicable to this requirement and has been removed.

3. Main solicitation – Page 5, DUNS number. Since the government has moved away from the DUNS number for awarding contracts, is this item still necessary or will the SAM unique ID suffice?

Answer: No, this requirement has been removed from the solicitation, SAM unique ID is required.

4. Main solicitation – Page 5, Authorized Distributor Letter from OEM. Is this required? The bulk oxygen deliveries are made by the manufacturer’s tanker trucks so there is no risk of a gray market item. Is the government looking to see a contract (which is normal business practice for this type of item) between the SDVOSB and the gas manufacturer?

Answer: No, this requirement has been removed from the solicitation.

5. Performance Work Statement – paragraph 4.9 specifies the hours of delivery are 0700 (7:00 AM) to

1530 (3:30 PM) Monday through Friday excluding holidays. A little further on in paragraph 5.0 it is stated the delivery hours are 0700 (7:00 AM) to 1630 (4:30 PM). Which is correct?

Answer: 0700 (7:00 AM) to 1630 (4:30 PM) is the correct one.

6. Due to the nature of the work (e.g., the delivery driver will not enter the hospital but remain outside when filling the bulk oxygen tank), are government-issued badges as described in paragraph 8.3 necessary? Delivery drivers are required by Florida law (as they are HAZMAT drivers) to have contractor-issued photographic identification as specified in paragraph 8.4.

Answer: The PWS language has been updated to reflect “If Required”.

7. Can you please verify if 97,920 CF is the correct quantity?

Answer: The unit should be CCF. The estimate should be 97,920 CCF = 9,792,000 CF. Please see updated Price Cost Schedule.
