About this file

This document is an amendment to a federal solicitation for roof replacement services at the West Palm Beach VA Medical Center. The amendment answers questions from potential offerors, clarifies the proposal due date as September 9, 2022, and makes changes to the statement of work and instructions to offerors. Eligible vendors are asked to provide all labor, materials, tools and construction services necessary to disconnect and remove an existing solar panel system, replace approximately 200 linear feet of gutter, install a new standing seam metal roof system covering 10,000 square feet, and perform related work. Offerors must hold a general contractor's license and meet safety certification requirements. Technical proposals will be evaluated on factors such as licensing, safety plans, construction phasing approaches, and past performance examples. Pricing will also be considered in the award determination.

GOVERNMENT’S RESPONSE

On beta/SAMs you have the bid date at Sept. 9th but in the solicitation, it states Sept. 8th?

I have corrected this in the amendment. Proposals Due: 09/09/2022 at 10:00AM

SOW; Instructions to Offerors
We've done a lot of federal work around the country and I've never seen where we must be licensed in a particular state to perform federal work. You have in the package we must be a Florida License Contractor. This is not in the FAR. Please advise?
The language requiring a Florida General Contractor’s License will now read General Contractor’s License. Please see amended SOW and Instructions to Offerors included in this document. Language change has been highlighted for visibility.

Clauses/Provisions
This is considered a construction project, so any subcontractor (other than SDVOSB) should cover 85% per the FAR?

Please see VAAR 852.219-77 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (SEP 2021) (DEVIATION) included in the contract. Per VAAR 852.219-77 (a) (1) (ii) General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
