About this file

This solicitation requests testing services for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8. Offerors are sought to provide reference laboratory testing services, including routine and specialized diagnostic testing, for VA medical centers and outpatient clinics located in multiple states. The estimated annual testing volume is provided, with a minimum contract value of $11 million and maximum of $87 million over the potential multi-year period of performance. Submission instructions and an ordering procedure are outlined. Pricing is to be provided for individual laboratory tests, with the final contract award based on best value. The closing date for offers is specified.

An amendment to the solicitation is provided seeking clarification on scope and requirements. It addresses offeror questions on testing locations, market research tests, attachment details, and interface requirements. Clarification is given on where to include descriptive test information and pricing in the attachments.

Questions and Answers

Question: Section 3: Scope of work, p.7. “The term “OEM Name” is a required field in the VA’s contracting module and shall be used as the name of the vendor providing the tests for this requirement.”

0. Please confirm that the performing vendor’s name should be entered under the “OEM name”

0. Example: “Lab X” would be entered into the cell.

Answer: Confirmed – the name of the vendor performing the test shall be entered.

Question: Section 3: Scope of work, p. 7. Are there any additional locations (other than Bay Pines and Orlando VA) that are expecting an onsite processor and should be included in the RFP response?

Answer: There are no additional locations for onsite processors.

Question: Performance Requirements, section 4.1.5 “Tests that are not listed on Attachment D (Reference Lab Line Items) shall be provided as a model for market research purposes.”

· What information is required for the test list that will be provided as a model for market research purposes?

· Are these tests and this information to be provided as part of Attachment B – Testing Locations?

Answer: The agency considers market research as general knowledge about the industry. Information obtained for market research purposes will be used to educate the program office on current trends within the industry. Offerors can use their discretion on what information would be deemed relevant for market research purposes. There is no specific requirement to include additional tests on Attachment B. Offerors shall identify additional tests on a separate document as market research or separate the market research updates on Attachment B, if needed.

Question: Attachment B – Testing Locations.

0. Attachment B and Attachment D do not match, there are tests in one data set that are not in the other. Should Attachment B and Attachment D match?

0. If yes, please provide an updated Attachment B that matches Attachment D

Answer: Attachment B provides information about testing location and who will perform tests on a representative (general) sample. There are no criteria for Attachment B and Attachment D to match. Attachment D will become part of the contract, not Attachment B.

Question: What action should the responding vendor take with the document “SCHEDULE” in the RFP response?

0. If there is an action, please clarify what information is needed in the following columns:

0. Column M (UNSPSC)

0. Column N (SIC CODE)

0. Column P (National Stock Number)

0. Column Q (Local Stock Number)

Answer: The document labeled “SCHEDULE” is merely a duplicate of Attachment D. Vendors shall review the “SCHEDULE” as a template. There are no responses needed for the “SCHEDULE” document.

Question: Attachment D – VISN 8 Reference Lab Line Items.

· There are line items that are “MISC” test names. Since the tests are unknown and the proposing vendors will be unable to map and price these items, can these be removed from the RFP?
