B.3 PERFORMANCE WORK STATEMENT (PWS)

Repair Solar Photovoltaic (PV) System at Viera VA Outpatient Clinic

1. Background. The solar photovoltaic (PV) system at Viera VA Health Care Center (VAHCC) consists of four (4) inverter systems [Inverter A - 375 kW inverter, Inverter B - 500 kW inverter, Inverter C - 500 kW inverter and Inverter D - 135 kW inverter] that are currently not producing power at maximum generation capacity. Three of four inverters are offline and continue to trip when powered on. The entire solar PV system is not fully functional or operational nor is it providing the required power generation to the facility. A previous site investigation and assessment that included troubleshooting of the system uncovered several deficiencies needing to be addressed to restore functionality.

2. Scope. The contractor shall provide all personnel, equipment, supplies, tools, transportation, supervision, and any other items necessary to perform all tasks and deficiencies listed below such that all inverters, components, and systems are restored back to full functionality and are producing at maximum power generation capacity.

The contractor shall be responsible for establishing all mechanical and electrical connections according to NEC and existing commercial standards, work safely, and as required for installation. Refer to the attachment 1 for a summary of site investigation & identified deficiencies. Work includes the removal of non-functioning equipment and installation of new equipment.

2.1. Task 1 | Array 1 West Side – Inverter A 375 kW – 4 DC Switches – 6 Combiner boxes: Bad PCB board and outdated weather station modem and bad CT (current transformer). Procure and install: one (1) new PCB board; one (1) 4G weather station modem; and (1) Current Transformer (CT).

2.2. Task 2 | Array 2 South Side – Inverter B 500 kW – 4 DC Switches – 8 Combiner boxes: Bad HMI board and PCB board. Procure and install: one (1) new HMI board; and (1) PCB board.

2.3. Task 3 | Arrays 3 & 4 South and SE Side Canopies – Inverter C 500 kW – 8 DC Switches – 18 Combiner boxes: Bad IGBT board. Procure a total of (4) new IGBT boards. Install one (1) new IGBT board; and three (3) additional IGBT boards will be maintained by the government for use as spares.

2.4. Task 4 | Repairs to Inverter C 500 kW: Procure and install: (1) new data aggregator. This shall be a new Veris data meter (refer to as-built drawings). Contractor shall make all required connections, hookups, and verify with SunPower that inverter C is visible on the front-end platform. VA should be able to view power production upon complete installation of this item.

2.5. Task 5 | Display screens: Procure and install a total of (4) new HMI display screens; one for each inverter. Refer to attached drawings for model number and information.

2.6. Task 6 | Replace air filters: Procure and install all new air filters for Inverter(s) A, B, C, & D. Refer to the attached as-built drawings or the manufacturer for types and quantities.

2.7. Task 7 | Replace combiner boxes on Inverter C. Remove and replace (3) damaged combiner boxes. Procure (1) combiner box and the government will furnish (2) combiner boxes that we have on hand. The work will include the removal of existing internal components inside the damaged boxes & reinstallation of components into the new boxes.

2.8. Task 8 | System Verification. Verify operation and power production from all inverter systems upon completion and installation of work such that the Government can validate power production from all inverter systems through SunPower dashboard. Verify that all items are operational per manufacturer’s recommended systems checks.
