36C24822Q1373 ATTACHMENT D - EAVLUATION CRITERIA

EVALUATION CRITERIA AND BASIS FOR AWARD

Part 1 – Evaluation Process and Basis for Award:

1. This acquisition will be solicited, evaluated and awarded following the procedures of Federal Acquisition Regulation (FAR) Part 12 and 13, Subparts 12.6, 13.106.

2. This solicitation is being issued as a total set-aside for SDVOSB concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited.

3. A comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3). The Government will evaluate quotes using the following procedure:

• The agency will first evaluate quotations/offers in sequence against any factors in the solicitation to identify the first acceptable quotation/offer – the first response that provides the government what it needs, were and when as identified in the RFQ.

• Once one quotation/offer is found acceptable, a direct comparison of the quotation/offer will be performed in a uniform and fair manner side by side to the remaining ones, rejecting those that are unacceptable, and choosing the “best” one.

• If no offers were submitted by SDVOSB concerns, or if none of the offers would result in award at a fair and reasonable price that offers best value to the government, the solicitation will be cancelled and re-solicited.

4. Award will be made based on price and other non-price factors, using comparative evaluation of quotes in accordance with FAR Part 13 procedures, awarding to the responsible Quoter whose quote, conforming to the solicitation, and which is most advantageous to the Government. Therefore, the Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so. Responses may exceed the requirements, but the government is not requesting or accepting alternate quotes; each response must respond to the solicitation requirement statement.

5. The Government contemplates award of a single one-time job firm fixed price contract for Environmental Control System Remote Controller Display Installation Services at the VA Caribbean Healthcare System in San Juan, Puerto Rico.

Part 2 – Evaluation Factors:

The Evaluation factors for this Request for Quote (RFQ) solicitation are: Technical, Past Performance and Price.

2.1 Technical Factors:

a. Demonstrate experience with installing and programming Remote Monitoring System of equal or similar complexity to TRANE system with capability to connect with existent Building Automated System (BAS).

b. Demonstrate proposed equipment/parts are compatible with existent ensemble interface to provide a means for alarms generated on the monitor or display to be signaled on an external device.

c. Contractor shall provide detailed description of proposed equipment/parts and demonstrate how it would be able to connect to the existent alarms including but not limited to temperature, humidity, and water parameters requirements.

d. Quoter shall demonstrate capability and preparedness to initiate performance immediately upon award by including a timeline of the proposed work and any lead time for parts or equipment.

2.2 Past Performance:

2.2.1 A quoter past performance is important in determining its ability to successfully perform the services described in the PWS. The Government is interested in ensuring that the quoter has a successful history of recent and relevant past performance. In order to be considered relevant and recent, all references shall be similar in scope to the solicitation requirement, and services performed within the last three (3) years preceding the submission of this quote.

a. Prospective contractors (quoter) shall submit two (2) recent and relevant references of past or current contract performance. References may include Federal, State, Local Government and/or private sector. Each reference shall include contract number, contract amount, period of performance, agency and/or company name, point of contact with name, telephone number and email address.

b. Past Performance will be evaluated to assess its relative merit with respect to the solicitation requirements. Evaluation will be based on current and past performance information furnished by the quoter, as well as information from available sources such as other government agencies, suppliers, etc.

2.2.2 Past Performance information to be considered includes:

a. Timeliness: Met or exceeded the contract schedule of services

b. Quality of Product or Services: Quoter’s ability to comply with the contract requirements, effectiveness of its quality control system, field associated quality control problems and corrective action taken.

c. Customer Satisfaction: Satisfaction of prior customers and end users. This includes the willingness of prior customers to do business with the quoter again if given the choice.

2.2.3 In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, quoter will not be evaluated favorably or unfavorably on past performance.

2.3 Price Factor:

Price will be evaluated to determine price reasonableness.

Part 3 – Quote Preparation Instructions:

To assure timely and equitable evaluation of quotes, prospective contractors (quoters) must follow the instructions contained herein. Quoters are required to meet all solicitation requirements.

3.1 The quoter response shall consist of three (3) sections submission: a price, technical and past performance submission. Submit to the Contracting Office by the time and place indicated in the solicitation. Incomplete quotes will be considered unacceptable therefore, the quote will be rejected, and no further evaluation conducted.

3.2 Price quote Submission: Quoters shall price all line items listed in the price schedule.

3.3 Technical Submission: In demonstrating the ability to comply with the solicitation requirements, quoters shall meet and provide all solicitation technical requirements and submissions with their quote in accordance with the PWS and section 2.1 above.

3.4 Past Performance Submission: Submit with quote two (2) past performance references in accordance with section 2.2 above.
