CONTINUATION PAGE

1. Who is the incumbent contractor? Crosstown Courier Service Inc

2. What was the previous award amount? $3.2M

3. Are there going to be any stats? No, these are set routine PU and Delivery. Stat service is provided on another contract.

4. Will the couriers originate from CBOC’s or the main VA? It varies due to delivery of the empty container

5. How many drivers are currently being used? We do not know – that is up to the contractor to perform on the contract

6. Are there any new requirements to this contract? No

7. How much dry ice will be needed? No. On a very rare occasion, it could be needed, but far from the norm.

8. In the place of the Project Manager can we have a lead driver? If the driver can fulfill the duties of a PM while driving – that’s up to the contractor.

9. We have an Operations Manager that handles everything from our home location, will that be acceptable? I assume by “home” you mean - the business office. But again – if duties can be performed.

10. As stated in the SOW on page 7; The government has the option to increase quantity during the contractual period.

Question: Are there any planned closings or relocations during the contract period? We can’t predict closings/openings of clinics. There could be changes, which will be addressed through modifications. There may be closings due to inclement weather – but announcements/emails will be sent as soon as possible.

10. As stated in the SOW on page 14; The Contractor shall pick up all empty containers/coolers and other items from the delivery site and return them to the specified clinic locations at their next scheduled pick-up date/time. Coolers/containers can remain at a designated VA site. No coolers/containers can be stored in the contractor’s vehicle or off site location overnight or on the weekends.

This statement appears to be contradictory. It appears that the courier is to pick up empty coolers at the delivery location to be returned to the clinics; however, it also states that these are not to be stored overnight. Please clarify. It depends on how the vendor locates/initiates drivers. The ultimate goal is to have containers available for specimen pickup at any location. Containers can’t be stored in vehicles or alternate non-VA sites.

11. Dry Ice: How often was dry ice needed in the previous contract year? What is the anticipated number of times dry ice will be needed and how much each time for the upcoming contract year? No. On a very rare occasion, dry ice could be needed, but far from the norm. Maybe 1 or 2x per year.

12. Will all locations listed in the SOW Schedule with a scheduled daily stop (M-F or as noted), be active and need service at the start of this contract or will any be “on hold”? All routes are effective upon award date.

13. If there are any locations in the SOW Schedule with a scheduled daily (M-F or as noted) that won’t start on the effective date of this contract, can you provide an anticipated start date for those items?

All routes are effective upon award date.

14. On the price schedule, most of the runs are covered on Item Number 1 with a quantity of 6000 and a Unit Price is asked for.

Because these runs involve different distances/time/cost; would it be possible to price locations individually by line item? This would be more cost effective and beneficial for both the VA and the Veteran Owned Small Business. All trips under this requirement will be within the catchment area and day groupings as defined in the Performance Work Statement Pick-up/Delivery Schedule. To relieve administrative burden and to inspire industry solutions toward competitive pricing, we are interested in a fully burdened rate per day trip grouping (M-F, M-Th, Tue-Fri). Quoters should calculate their pricing accordingly. Invoicing can display individual trips (pickup and delivery locations).

16. Is there an SF 1449 for this solicitation? Para 1 of the Opportunity Description states “This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.”

In addition it states - *Note* To prepare / complete a Quote, See Offerors Checklist under 52.212-2 Evaluation – Commercial Items.
