FY22: VISN Construction Program Management Related Services (CPMRS) Contract
36C24822Q0551
Questions and Answer
Question #1: I noticed this solicitation out there for VISN 8 and my first question is if we would pursue this task would our firm not be able to pursue the design projects that this task would be developing? For instance if we are chosen for this project and help to develop Scopes of Work for projects would our firm not be allowed to submit for the design portion of the project?
Answer #1: The contractor will not be able to compete for the underlying requirement.
Question #2: Can the government please confirm which positions may be able to support the BPA/program remotely, versus onsite? This will help enhance the competitiveness of pricing across all LCATs.
Answer #2: None of the CPMRS CLINs are remote. All to be filled at the on-site location
Question #3: 2.0 states “contractor shall assign a Project Manager who will coordinate all services to be performed for the facility and will be responsible for the management of all contractor employees assigned to the facility’s projects”. Must the contractor assign a project manager for each of the (7) facilities in Section 1.0 or for the BPA?
Answer #3: The Contractor shall appoint a Project Manger with each awarded Task Order.
Question #4: Section 4.0 states the contractor must assign a Facility Chief Engineer (PM) and an Alternate Facility Chief Engineer (APM); however, neither of these labor categories are listed in Section B.2 Price Schedule or Section 5.0 Position Qualifications. Please reconcile.
Answer #4: A Facility Chief Engineer/Alternate Facilities Chief Engineer are not required or included in the CPMRS
Question #5: Are resumes required as a component of the proposal submission? If so, which Labor Categories and under what source selection evaluation criteria does that fall (and what will it be evaluated against).
Answer #5: Resumes will be required for each awarded Task Order.
Question #6: For the Project Consultant, can the education requirement included related fields of study, such as Construction Management to maximize the quality candidate pool?
Answer #6: Yes, Bachelor’s degree in Construction Management from an accredited university is acceptable to satisfy the educational requirement of the Project Consultant.
Question # 7 Please confirm that for the Sr. Quality Assurance Representative a bachelor’s degree from an accredited University.
Answer#7: For reference. In accordance with Task Area 5.7 Quality Assurance Representative: educational requirement may be substituted by 10 years of directly related experience.
Question #8: The education specification for the Claims Analyst is highly limiting. Recommend it not define “Law (Construction)”.
Answer #8: Recommendation noted. Educational requirement of the Claims Analysis may include a bachelor’s degree in a closely related field.
Question #9 Confirm the insurance requirements you request in Section E, Basis for Award, are those listed in Section C.9. If not, please define.
Answer #9: Insurance, certifications and Licenses required as stated in the RFQ.
Question #10: The solicitation states the government will perform a comparative evaluation (compare against one another). Shouldn’t the evaluation of each offer/proposal be conducted independently and against the source selection criteria stated in the Solicitation, versus a comparison?
Answer #10: No. The evaluation is a Comparative Evaluation in accordance with FAR 13.106.
Question #11: There are no source selection criteria ratings listed. How will the government evaluate the technical performance plan? Against what criteria will the government evaluate? What aspects of technical performance are most important to VA?
Answer #11: Evaluation is being conducted in accordance with FAR 13.106 and the Basis for Award in Section E of the Solicitation.
Question #12: The SOW references submittal of resumes for PM & APM for initial two task orders. Please confirm that submittal is after award and in response to a BPA Call Order/Task Order Request for Proposal.
Answer #12: Correct. Each BPA Call Order/Task Order Request for Proposal.
Question #13: The SOW references an initial two (2) Task Orders. Can VA disclose which of the LCATs are likely to be included in those requests and at which locations?
Answer #13: Most likely initial CLINs would be 0003, 0005 and 0020, located in the Bay Pines Healthcare System or James A Haley Veterans’ Hospital in Tampa.
Question #14: The SOW references the deadline for question submittals is Tuesday, March 16th. Please confirm VA intends for this deadline to be Wednesday, March 16th.
Answer #14: All questions were due on Wednesday March 16, 2022.
Question #15: If the Project Manager will be served by the Senior Construction/Project Manager, is 12 HR reflective of the level of effort required for this position on an annual basis?
Answer #15: The quantities are estimated quantities only and shall be considered nonbinding. Project timing and hours are only estimates and subject to change due to changes in VA and the Sunshine Healthcare System priorities. Estimates are for establishing contractual hourly rates and anticipated expenditures.
Question #16: Multiple task areas identify scheduling. Does 30 HR for a Senior Scheduler and 120 HR for a Scheduler accurately reflect the demand from this BPA?
Answer #16: See Answer #15.
Question #17: Key Personnel notes “Contractor shall provide a brief one paragraph synopsis of the PM and the APM, as well as the resumes of initial team of contract professionals (see list of required disciplines below) anticipated to be assigned in support of the initial two (2) CM Task Orders.” Please confirm that resumes are not required in response to this solicitation.
Answer #17: Since resumes of the initial team of contract professionals are not required, SF 330 or similar format may be used.
Question #18: Task Area 3.18.3 requires a ‘commercial photographer’. Can this role be filled by the Architect, or other existing personnel to limit costs to the government?
Answer #18: Yes, if the individual is a competent commercial photographer experienced in architectural photography.
Question #19: Will the team be required to work from government furnished equipment?
Answer #19: No.
Questions #20: Will the BPA replace any future IDIQ’s for A/E services that VSN 8 will release? The scope appears to be both project mgt and design services.
Answer: #20: No.
Question #21: If a firm is selected for this contract will they be excluded from the opportunity to receive and IDIQ contract for A/E services?
Answer #21: No.
Question #22: Will you want to see a full team (SF330) for each position you have listed?
Answer #22: SF330 may be required for each Task Order
Question #23: Is there an incumbent contractor for this work?
Answer #23: No.
Question #24: If there is an incumbent, who is it?
Answer #24: None
Question #25: Can any of the design phase and procurement phase work be performed remotely, or must all work be performed on-site at VA facilities?
Answer #25: See answer #2.
Question # 26: Paragraph 4.0 KEY PERSONNEL on page 21 of 52 of Solicitation – Indicates that the Construction Management contractor shall assign a Facility Chief Engineer (PM) and an Alternate Facility Chief Engineer (APM).
