Rafael Rodriguez Contract Officer

Q1. We notice some oil spills at some machine room, will those spills be to be corrected by others or will be repairs as part of the new project?

Q1 Answer: Contract states that Contractor will accept the elevators “as is”. Oil spills are considering a system deficiency and is part of the elevator maintenance/repair service. If oil spills are found by the time the contract starts, then Contractor shall correct the deficiency as part of the maintenance/repair service.

Q2. Is the existing hydraulic elevator external cooling fan system (on top of the oil container) to be changed by others or will be part of the new contract?

Q2 Answer: The external cooling fan system is an elevator component that came with it, and it was installed with it. Since this is part of the elevator, in case this component fails, according to PWS the Contractor shall repair/replace it.

Q3. Is this contract under the Service Contract Act?

Q3 Answer: Yes, this is a covered contract under the Service Contract Labor Standards. Applicable DOL Wage determination No. 1998-0684 Revision 39 Dated 07/21/2021 is attached.

Q4. Are there any elevators currently out of service? Which one?

Q4 Answer: As of 02/18/2022 there are two (2) elevators out of service being repaired under current contract. Elevators down are Unit #7 and Unit #26.

Q5 Please advise if repairs materials have a threshold for large and extremely costly Equipment?

Q5 Answer: The PWS does not have any threshold. The Contractor is responsible for all parts, materials, and repairs except for items excluded in contract. See PWS section IV General Requirement, Part C for items excluded.

Q6. Please clarify how many repair orders monthly?

Q6 Answer: This varies by elevator and repair scope may be very different one to another. Also, this depends on maintenance service quality. Contractor is responsible for repair orders except for items excluded in contract. See PWS section IV General Requirement, Part C for items excluded.

Q7. Any floorings currently damaged in the elevators? Which one?

Q7 Answer: As of 02/18/2022, none.

Q8. What type of flooring is currently used?

Q8 Answer: As discussed in walkthrough, floor type varies from elevator. Normally, is a luxury vinyl tile (LVT).

Q9. If SBT elevator board’s fail and no replacement is found because of discontinuity is the contractor responsible for control cabinet replacement or will the agency supply the equipment?

Q9 Answer: For something extraordinary like this, Contractor shall contact the Contracting Office (CO) and Contracting Officer Representative (COR) for action. Contractor shall provide all related and detailed information as back up material to CO and COR. Given the example, for an “elevator board that is discontinued”, should be treated as an out-of-scope item and Contractor shall provide a replacement estimate for government evaluation.

Q10. Will the contractor be responsible for the HVAC Equipment in the elevator rooms?

Q10 Answer: No
