DESCRIPTION

This is a sources sought notice only; it is not a request for quotations. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources for a contract for Elevator Maintenance and Repair Services at the VA Caribbean Healthcare System in San Juan. The scope of the resultant contract will request the contractor to provide preventive maintenance and repair services on twenty-three (23) passenger elevators and eight (8) freight elevators. The awardee shall furnish all material, tools, equipment, labor, supervision, and repair parts. Contractor shall ensure that elevators maintain the same speed, capacity, safety, and efficiency as specified by the original equipment manufacturer or as modified thereafter. The anticipated period of performance is from April 1, 2022 through March 31, 2023 plus four one-year options to be exercised at the Government discretion. The applicable NAICS code for this procurement is 238290, Other Building Equipment Contractors. The Small Business Size Standard is $16.5 million, and the Product Service Code (PSC) is J030. This is a sources sought notice only; it is not a request for quotations. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources for a contract for Elevator Maintenance and Repair Services at the VA Caribbean Healthcare System in San Juan. Expressions of interest shall be submitted to Elder Vazquez-Melendez, Contracting Specialist, by e-mail elder.vazquezmelendez@va.gov . Responses to this announcement are due on January 12, 2022 at 10:00am, Eastern Time Standard Time and shall include:

1. Company profile and capability statement comparable to the marketing package your company use in their ordinary course of business. Please ensure the following information is included: point of contact information, company business size and socioeconomic category, if any; such as: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, Hubzone Small Business, 8(a) Small Business, small or large business company etc.

2. A narrative explaining why your company is capable and qualify to perform a service contract of this type.

3. A list of current or previous contracts performed similar to this requirement. Please include current point of contact information for each contract effort, name, e-mail, phone number, and a summary of the contract scope and dollar value.

Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each.

9. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as majority or non-majority owner?

This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy only. Therefore, is not to be construed as a commitment by the Government; no contract will be awarded from this announcement. A solicitation package is not available at this time. Once a solicitation is issued, the same will be posted in the Federal Business Opportunities website at: https://www.fbo.gov/ with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
