About this file
This document contains a solicitation for home oxygen services and the answers to eleven questions from potential offerors. The solicitation is seeking quotes for a base year contract plus four option years to provide home oxygen to veterans in specific Florida counties. Services include oxygen concentrators, portable liquid oxygen systems, maintenance, and emergency deliveries. Quotes are due by November 30th to the Department of Veterans Affairs West Palm Beach Healthcare System. The solicitation will be awarded using tiered evaluations to certified small businesses, with priority to service-disabled and veteran-owned small businesses. The estimated value ranges from $798,562 to $3,992,812 annually. The answers clarify requirements around equipment types, security clearances, past performance submissions, notification procedures, and supply chain risks.

CONTINUATION PAGE
Question#1 The guaranteed minimum contract amount, including the base year and option years exercised, is $798,562.40 and the maximum contract amount, including the base year and any option years exercised, shall not exceed $3,992,812.00
Given the scope of the requirement of a 5-year period the value of $3,992,812.00 seems to fall significantly short of current market prices. Should the value be more like $7M or Higher? As a note- the value of $798,562.40 as a guaranteed minimum seems much higher that most VA home oxygen solicitations. Is this number actually lower?
Questions#1 Answer: These are estimated minimum and maximum limits, actual minimum and maximum limits will be determined upon award.
Question#2 CLINs 0008 and 0014 appear to refence the same item. HELiOS is a brand name for a portable liquid oxygen system (CLIN 0014). There are others, such as the Companion T. Is CLIN 0008 designed for generic portable liquid oxygen systems while CLIN 0014 is for the model specific HELiOS system?
Question#2 Answer: HELiOS is the preferred system
Question#3 CLIN 0012 has a couple of observations:
a. If maintenance is to be performed quarterly, shouldn’t the quantity be 880 (220 systems x 4 times/year)? Answer Yes, to 880.
b. I note in the statement of work there are both 5 liter and 10-liter oxygen concentrators mentioned. Which type of concentrator is this referring to (while very similar, each type has slight difference in the maintenance required)? Answer 5 liter and 10 liters.
Question#4 CLIN 0029 is somewhat tied to question 2.b above. The costs for 5-liter and 10-liter oxygen are different. Which type of concentrator is this CLIN referring to?
Question#4 Answer: Both 5-liter and 10-liter
Question#5 Answer section 16.0, you refer to getting security clearances from the Defense Security Service or the Office of Personnel Management. Why is this necessary? This contract does not require the contractor to access any VA-owned/operated networks or handle any classified (CONFIDENTIAL, SECRET, or TOP SECRET information. In order to remain accredited in the State of Florida, each employee of a company who has contact with patients must undergo a Level II background check by the Agency for Health Care Administration (better known by its acronym, AHCA) which includes a nation-wide criminal history check.
Question#5 Answer: After further review this requirement is no longer required for this solicitation.
Question#6 Since this bid is patterned from the recent Orlando Home Oxygen bid which closed last month, if a potential vendor has some past performance reviews as part of that bid, can the vendor include those as well (since quite literally they are less than a month old)?
Quesiton#6 Answer: Yes
Question#7 Does the Government intend to add a CLIN for emergency/after-hours/holiday deliveries? There are significant labor costs involved bringing a person in after hours (call back and overtime pay).
Question#7 Answer: No. the Government does not
Question#8 For section 5.0, the way “normal business hours” is defined as 8:00 AM to 8:00 PM seven days a week, 365 days per year. Would the Government consider changing this to something along the lines of “Normal business hours are from 8:00 AM to 8:00 PM Monday through Friday (Excluding Holidays). The contractor must maintain an on-call employee to cover requests for service within the 12-business hour time window with after-hours defined as 8:01 PM to 7:59 AM, all day on weekends, and all day on federal holidays.”? This would cover the intent of this paragraph better.
Question#8 Answer: No
Question#9 On page 15, section 6.d in the paragraph right above 6.e, please take a look at the county EOC participation requirement. The counties specified are not in West Palm Beach Catchment areas. As currently written, it states Orange, Brevard, and Volusia counties while the catchment area are Hendry, Glades, Indian River, Martin, Okeechobee, Palm Beach and St Lucie counties.
Question#9 Answer: The Contractor is responsible for Hendry, Glades, Indian River, Martin, Okeechobee, Palm Beach, St. Lucie. The other counties are not required.
Question#10 Would the government consider the format to notify the government of receipt of the service order to be a return encrypted email rather than a password protected Excel sheet? If not, what data points does the VA want included in the spreadsheet, so the contractor doesn’t inadvertently leave off a data collection point the VA wants.
Question#10 Answer: Yes, the Government will consider the format.
Question#11 Will the government add an “act of God” riser for this contract? When COVID hit and the quarantines started, supplies of medical equipment, in particular medical grade oxygen, increased dramatically in cost while decreasing in availability. There are lingering supply chain problems currently as a result.
Question#11 Answer: This is not a yes or no answer and needs to be discussed more during contract award.
