NOTICE OF INTENT TO AWARD SOLE SOURCE

Project Title: FY22 Environmental Remediation Services Announcement No.: 36C24822Q0108 The Government hereby intends to award a sole source firm fixed price contract for the Environmental Remediation of two current sites within the Bay Pines Veterans Administration Healthcare System (BPVAHCS) to Act Safe, LLC., a VETBIZ verified Service-Disabled Veteran Owned Small Business. The period of performance for this effort will be a 12-month base period with four (4) 12-month option periods. The total estimated value is less than $1,758,445.17.

This sole source contracting action is in accordance with 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000.00. This hereby constitutes a synopsis of the options included in this requirement.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national solid waste recycling measurement initiative.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.

This is NOT a request for quotes or proposals.

Questions or comments to this Notice of Intent should be directed to Contracting Officer, David Wesley Hess, at david.hess2@va.gov via e-mail only (no phone calls/voice mail messages regarding questions will not be accepted and will not receive a response). Please indicate in the subject of your email: Notice of Intent Question Submission - 36C24822Q0108.

Future notices and announcements will be placed on Veterans Administration Contract Opportunities website at https://sam.gov/content/opportunities so please monitor for updates. Thank you.
