CONTINUATION PAGE

1. Page 2 of the Combined Synopsis/Solicitation listed June 30, 2021 as the Quote Submission:

“QUOTE SUBMISSION: Offers are due on/or before Tuesday 06/30/2021 by 4:30 PM Eastern.

Quotes shall be sent by e‐mail “only” to the Contracting Officer (James Blue) at james.blue3@va.gov.” All other sources (page 1 of the same document + Sam.gov) indicate that July 9th at 4:30pm is the due date.

a. Can the government confirm that the due date remains July 9th? The due date has been extended to July 14th, 2021 with quotes being due NLT 4:30 PM, Eastern Standard Time.

2. In the instructions for Technical, the Quote Submission states “a. Subfactor 1: Meet Salient Features and Characteristics as outlined in the Salient Characteristics Section of the Statement of Need.”

a. Can the government clarify which section of the Statement of Work outlines the “Salient Characteristics” Section B.

3. Can the Government provide more information about the structure and length of the Technical and Delivery elements of the response? The contractor will work with the Whole Health Program Manager to come up with a plan to provide a Digital Media Campaign that covers all of NF/SG VHA system to advertise for Whole Health and reach Veterans across the NF/SG enterprise. This will include creating some video and banner adds utilizing Veteran success stories etc. and creating geo fencing to target employees and Veterans to direct them to the website, so that they can learn what Whole Health is and how to access the services. This campaign will include the contractor providing a data dashboard to track the number of adds that were sent out, videos watched to completion as well as the number of Veterans redirected to the system etc. We will use some of the already created adds as well as some of new adds based on Veteran success stories. The VA will provide the Veterans for the success stories. This is a year-long campaign with an option for an extra year.

4. In Section A.2 (Scope of Work), the solicitation states that “The timeline is one-year base period with a one-year option period.” In Section 4 (Delivery) – the solicitation states “The Contractor shall produce all deliverables required under this SOW within thirty (30) calendar days or less from the date of the award.”

a. Can the government confirm the timeline for completing contract deliverables? The

Contractor shall produce all deliverables required under this SOW within thirty

(30) calendar days or less from the date of the award.

5. In Section A.2 (Scope of Work), the solicitation states that “The marketing firm will create marketing ads utilizing WH slogans, phrases, and Veterans with their success stories (digital billboards and videos) to reach Veterans,…”

a. Can the government provide more information about the quantities of both digital billboards and the number of videos? This will be determined when the contractor works with the Whole Health Program. (I am estimating 3-6 videos and billboards)-however, this is subject to change depending on needs after discuss with the Whole Health Program and the contractor.

b. Can the government provide more information about the length of the videos? We estimate that the videos will be 15 seconds long- (or whatever is determined is best for the campaign).

c. Can the government confirm if the contractor will be responsible for sourcing video subjects? The VA will supply the video subjects.

d. If yes, can the government confirm if the video subjects must be sourced and filmed locally to the VAMC or can the video subjects be sourced and filmed near the contractor mailto:james.blue3@va.gov location? The video subjects will likely be in the NF/SG catchment area; however, some may be in other locations around the nation and may be recorded through technology.

6. In Section A.2 (Scope of Work), the solicitation states that “The Contractor will create banner ads and over 1 million video impressions and over 6 million display impressions.”

a. Are Offerors expected to generate 1 million video impressions from a single video that we create, or is the intent to generate over 1 million video impressions over the course of a yearlong media campaign with multiple discrete videos? The intent is to create the video and display impressions from the 3-6 estimated videos and banners.

These details to be worked out with the contractor.

7. Can the government provide the cut-off date for Questions & Answers? No further questions will be received.

The solicitation mentions that the place of performance is

North Florida/South Georgia

Veterans Healthcare System

Can you explain what this would mean, since it appears the intention is for this work to be performed at the contractor site. Will in-person meetings be required? In person meetings will not be required, if we are able to have the meetings, create the ads and do the digital media campaign via technology.

Can you provide an estimated level of effort or a range of expected cost, since the work scope is not specific about what outcomes are expected from the campaign. We cannot provide an expected range of cost as this requirement is a FAR 13 Firm-Fixed Price procurement and a competitive range was not established. The work scope outlines that “The Contractor will be able to digitally track the amount of traffic that was brought into our site and into the NF/SG enterprise by the amount of traffic redirected to our website.” The expected outcome would be an increase in online traffic to the NF/SG Enterprise websites.
